Plan is a humanitarian child centred development organization without religious and political affiliation. Plan Intemational has a Memorandum of Understanding (MoU) with the African Union and signed the host agreement for its AU and Pan Africa Program Liaison Office with the Ethiopian Government through the Ministry of Foreign Affairs.

Plan International African Union Liaison Office (Plan AULO) would like to invite potential bidders to buy a used office vehicle with the details below. All required duties have been paid to the concerned government authorities for this vehicle:

Instruction for Bidders:

1. Interested bidders are allowed to inspect the vehicle during the working hours from 9:30 a.m. to 12:30 p.m. in the morning and from 2:00 to 4:30 p.m. in the afternoon from Monday to Thursday in East African Time (EAT) until the deadline of the bid submission date:

3. The offer or tender, together with the required documents must be submitted in a sealed envelope;

5. The offer or bid document should be submitted on the above-mentioned address during working days from Monday to Thursday from 9:30 a.m. to 4:00 p.m. East African Time (EAT) and must be delivered by hand.

6. Bidder should clearly specify the bid amount and currency on the bid document and must accompanied with Bid/Security Bond of 10% of the bid amount in the form of CPO to Plan International African Union Liaison Office in separate envelop:

7. The bid submission deadline will be on Thursday, 23rd of April 2026 at 12:00 p.m. EAT (06:00 p.m. local time);

8. Incomplete and unsigned offer and offer without bid/security bond will be automatically rejected;

9. Bid submitted after closing date and time will be rejected:

10. The bid bond shall not be returned, if the successful tenderer refrains from concluding the sales contract;

11. The bid/security bond submitted by the bidder will be returned to unsuccessful bidder after completion of the bid process after 30 working days:

12. Bids below the reserved price will automatically be disqualified:

13. The vehicle will be sold to the bidder with the highest offer. If two or more bidders offer the same highest price, the award shall be made in the form of an auction or rebid between these bidders who provide the same price:

14. Plan AULO does not issue invoice for the purchased car rather it issued cash receipt voucher for the total selling amount;

15. Plan AULO does not bear responsibility for hidden defects of the vehicle:

16. The successful bidder shall be notified by a letter of award and invited to sign a purchase contract within ten (10) working days;

17. The bidder will be responsible to pay the bid amount to Plan AULO and other relevant charges to the concerned Government to transfer ownership within 21 (twenty-one) working days excluding unforeseen situations;

18. The winner of the tender should make cash payment directly to Plan AULO bank account and bring the deposit slip within 5 (five) working days after receiving the award letter:

19. If the winning bidder fails to pay the winning amount, the bidder shall forfeit the entire Bid Bond/Security which is deposited to Plan AULO bank as CPO:

20. If the first bidder fails to pay the bid amount, Plan AULO will award to the second successful bidder, if the second bidder fails to pay the bid amount, the Bid Bond/Security Bond will be forfeited and Plan AULO will re-advertise or take the best option in favour of the organization;

21. The bidder must remove the vehicle from Plan AULO premises immediately after the transfer of ownership is completed with-in three working days:
