Management Sciences for Health (MSH) Ethiopia Country Office is requesting interested and qualified companies to submit documentation for vendor registration and prequalification for the supply of goods and commercial services.

REOI Title: VENDOR PREQUALIFICATION AND REGISTRATION

Working with governments, donors, non-governmental organizations, the private sector, and health agencies, MSH responds to priority health problems such as HIV & AIDS; tuberculosis; malaria: maternal, newbom and child health; family planning and reproductive health; and chronic non-communicable diseases such as cancer, diabetes, and lung and heart disease. MSH Ethiopia Country Office is requesting interested and qualified companies that has the capacity to provide any of the supply/service category below in section B to submit the required documentation (please see section C below) for review and registration as vendors. The intent of this publication is to register and prequalify vendors (meeting the criterion stated in section B below) for the supply of goods and commercial services through subsequent detailed RFQ/RFP.

C. QUALIFICATION CRITERIA

Please read this section carefully and ensure that the entire requested information is included in your submission. Evaluators will neither make assumptions nor draw inferences regarding missing or incomplete information. The submission of incomplete information may result in the rejection of proposal.

Submission should be comprehensive and address all requirements as stated below in chronological order:

1. Detailed Company Profile with registered address, functional email, telephone numbers and point of contact for the organization

2. Evidence of valid and active business license, TIN and VAT certificate

3. Evidence of payment of tax (tax clearance certificate for the last three years. (I.e. Year - 2023, 2024, 2025)

4. Verifiable evidence of at least 10 similar jobs successfully executed in the past related to the REOI number/ category of supply/commercial service you are making submission for (including copies of job orders/contracts, signed delivery notes, invoices and goods receipt note/ job completion certificate (where applicable)

5. Recommendation Letter from at least three reputable organizations attesting to satisfactory performance in similar supply or services provided. (this must be consistent with the document in 4 above)

6. Possession of either of the following letters/licenses/dealerships from an Original Equipment Manufacturer (OEM) or Government Agency (Partner ID for HP, Dell, Cisco, etc. for IT Equipment Suppliers and other registration bodies as required.

D. PROPOSAL SUBMISSION:

All documents required by this REOI must be received at the below designated location NOT LATER THAN 4:00PM April 21, 2026 at MSH Ethiopia office in a sealed envelope and must be duly registered in the bid register before dropping in the bid box. Vendors must clearly mark their submission with the REOI Number for the category of supply/ commercial services they are applying for.

Note:

Successful companies will be registered as vendors for a period of up to 2 years commencing from the date of MSH notification of prequalification to the vendor.

This REOI is non-binding and in no way obligates MSH to award any contract. MSH reserves the right to win an award afterwards in whole or in part, or not to win an award, in accordance with the best interests of MSH. Firm commitment to purchase is not established until a written order/contract is issued by MSH to potential successful companies in subsequent procurement governed by MSH Procurement Policy and Procedures.

If any potential vendors responding to this REOI are found to have offered anything of value to any member of MSH staff, they will be disqualified from participating in this vendor registration exercise and may be disqualified for any future procurement with MSH. MSH staff are instructed not to request or accept anything of value from vendors.
