1. The Government of the Federal Democratic Republic of Ethiopia has received financing from the Italian Agency for Development Cooperation (AICS) hereinafter called the Bank towards the cost of the Operationalization and Sustainability of Integrated Agro- Industry Park (OS-IAIP), and intends to apply part of the proceeds toward payments under the contract for Renovation of Laboratory Center at Yirgalem Integrated Agro-Industry Park and Bensa Daye RTC.

2. The Sidama National Regional State, Industrial Parks Development Corporation (SNRS, IPDC) now invite sealed Bids from eligible Bidders for execution of the Renovation of Laboratory Center works in Yirgalem Agro-Industrial Parks (YIAIP); located 40km far from Hawassa City; along the high way to Moyale.  The bidders must be registered by the appropriate body under Category GC-4 and above or BC-3 and above.

3. Bidders are required to attach with their application, a copy of their renewed Business Registration Certificate, Business License Certificate, Construction competency certificate, VAT registration certificate, Tax clearance, TIN certificate and Registration in FPPA supplier list for local bidders

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures contained in the Ethiopian Public Procurement Proclamation and Regulations and are open to all eligible bidders from eligible source countries.

5. Interested eligible Bidders may obtain further information from the Sidama IPDC Operationalization and Sustainability of Integrated Agro-Industry Park (OS-IAIP) Project office; hytera@gmail.com and teshale197@gmail.com and inspect the Bidding document during office hours from 8:30AM to 12:30PM and 1:30 PM to 5:00 PM from Monday to Friday and from 8:30 AM to 5:00 AM on Saturday at the address given below.

6. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 500.00 (Five hundred Birr). The method of payment will be cashier's check. The document will be sent by with Bidders' or their designated representatives.

7. Bids must be delivered to the address below on or before 12:30 PM; and on or before 11th May 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 2:00 PM, on 11th May 2026.

8. In addition to the original of the Bid, the number of copies required is: Two for each Technical and Financial Proposal

9. All Bids must be accompanied by a security of ETB 500,000.00 (Five hundred thousand birr) in the form of unconditional bank guarantee or CPO to Sidama Industrial Parks Development Corporation, and shall remain valid for 148 (One hundred Forty eight) days. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bid Form) of the bidding Document.

10. Bid shall be valid for period of 120 days after Bid Submission deadline.

11. Sidama Industrial Parks Development Corporation reserves the right to reject all or part of the bid.
