The Oromia Health Bureau invites bids for the construction of a Second Generation Health Post in Biyo Hara-Kile Kebele, Sawena Woreda.

NOTICE OF INVITATION FOR BID NATIONAL COMPITITIVE BIDDING.

PROCURMENT REFERANCE NUMBER:- EBZFO/NCB/RFP/CP-07/2018

1. The Oromia Health Beureu has allocated budget got from Buffet Foundation Organitetion towards the cost of Building construction and intends to apply part of this budget to payments for the Construction Of Sawena Woreda, Biyo Hara-Kile Kebele Second Generation Health Post Lot-1 Project. Location, Amount Of Bid Bond & Duration of the project are listed in the below table.

East Bale Zone Health Office & East Bale Zone Finance Office now invite eligible bidders to all national qualified Contractors to submit sealed bids for providing the necessary labor, material & Equipment for the construction works of the above building project.

2. Interested Bidder shall submit the following evidence:- The bidders shall have a certificate of competency from Oromia Construction Authority or Ministry of Federal Construction with Category of GC-5/BC-4 and above renewed for the bidding period and other appropriate documentary evidences demonstrating the bidder's compliance shall include.

i. Bidders may Submit Trading license valid for current year 2018 E.C and registration from ministry of trade/Bureau of regional trade for Building Works.

ii. Bidders must submit VAT and TIN registration certificates issued by revenue Office.

iii. Bidders must submit Tax clearance from Federal or Oromia revenue office valid for this bid validity period that permits the bidder to participate in any public tender.

iv. Evidence of Being Registered at Ethiopian Public Procurement and Property Administration Agency (PPPAA) Supplier list.

3. Bidding will be conducted through the national competitive bidding (NCB) Procedure and is open to all eligible domestic bidders as specified and defined in the bidding document.

4. Interested eligible bidders may obtain further information and inspect bidding document including a complete set of engineering drawing, which is necessary for bidding purpose, at the address given below at office working hours. A complete set of bidding document prepared in Afaan Oromo language may be purchased by Interested bidders on the submission of a written application to the address below and a non-refundable payment of ETB 2000 (Two Thousands Birr), effective from the first date of announcement up to deadline. The method of payment Bank System. Bidders may get Bidding Documents from East Bale Zone Revenue office

5. Bidders shall submit One Original and two photocopies for both Technical proposal and financial offer. "Technical proposal "&"financial proposal" will be sealed as specified and defined in the bidding document.

6. Bid must be delivered to the address below on 21" consecutive day at 4:00hr local time, which is counted from the first day of announcement on the newspaper up to 20th consecutive days. Late bidders will be rejected. The qualification application & bid security of the bidders shall be opened by the East Bale Zone Bid Endorsing Committee in the presence of bidder's or representative who choose to attend at the address below on the final date and 30 minutes after bid submission as stated above.

7. All bidders must be accompanied by a bid security of 500,000.00 ETB (Five Hundred Thousand Birr) acceptable CPO or Unconditional Bank Guarantee( in separate envelope prepared in the name of East Bale Zone Finance Office. Bid security must be Valid for 90 days starting from bid Opening day.

8. Evaluation is to be carried out in two stages, Qualification Information First and Financial Bids of Qualified bidders next. Financial Proposal of qualified bidders will be opened at the same address given below on the date that is to be declared by the Bid Endorsing Committee after completion of the evaluation of Technical Proposals. Unqualified Bidders Financial Proposal will be returned unopened to the Bidder.

9. Any attempt of submission of forged (false) document and/or indication of financial offers and also misplacement of documents shall result in rejection of the bid.

10. Missing of any above requirements would be cause for rejection of the bid document.

11. East Bale Zone Health Office reserves full right to accept or reject any or all bids.
