The Amhara National Regional State Road, Transport and Logistics Bureau invites bids for DC2 Gravel new Road Construction Works under the Rural Connectivity for Food Security Program (RCFSP), funded by the World Bank.

INVITATION TO BID

1. The Amhara National Regional State, represented by Amhara Road, Transport and Logistics Bureau (ANRS RTLB), has secured funding from the World Bank for the implementation of a New Road project as part of the Rural Connectivity for Food Security (RCFSP) program. The state intends to allocate a portion of this financial allocation to qualified bidders for the provision of Dc2 Gravel new Road Construction Works for the below mentioned project.

2. The ANRS Road bureau now invites bidders to submit scaled bids for providing the necessary labor, material and equipment for the above DC 2 Gravel new Road Construction Works project

3.Interested bidders shall submit the following evidence: Certificate of Registration from Ethiopia Construction Authority or ANRS Urban Infrastructure Bureau with the Grade IV and below GC or RC Categories renewed for 2018 EFY and appropriate documentary evidences the bidder's compliance, which shall include:

I. Trading/Business License renewed for 2018 E.C by the competent authorities

II. TIN and Vat registration certificate

III. Tax clearance certificate issued from the tax Authority (Inland Revenue Authority) which allows the bides to participate in public tenders at the date of the deadline for bid submission

IV. Grade IV and below GC or RC categories relevant Professional practices certificate renewed for at least 2018 E.C from authorized bodies.

V. Evidence of /Being / registered supplier in the list of the mandated Public Body, i.e. Public Procurement and propriety Administration Agency

4. Bidding will be conducted through National competitive bidding and extended to all eligible bidders as specified and defined in the bidding document. The general and specific construction Experience requirements for the projects are as indicated below.

5. Interested eligible bidders may acquire additional information and examine the bidding document at the specified location during working days.

A complete set of bidding documents prepared in the English language may be acquired by interested bidders for a non- refundable fee of ETB 1000 (ETB: One thousand). The payment method accepted is in cash. 6. Bidders are required to submit two envelopes containing the "Technical Qualification information and bid security" in one envelope, and the "Financial bid" in a separate envelope, both of which should be securely scaled within an outer envelope.

7. Evaluation is to be carried out in two stages, Qualification Information first and Financial Bids of qualified Bidders next

8. Each Bids must be accompanied by a tender security in the form of a Cash Payment Order (CPO) or an Unconditional Bank Guarantee of ETB 500,000.00 (ETB: fifty hundred thousand) for each individual package. Tardily submitted proposals will not be considered. The qualification details and tender securities of the prospective bidders shall be unveiled in the presence of bidders or their representatives, should they choose to attend, at the designated address provided below.

9. Bid documents shall be submitted to ANRS Road, Transport and logistical Bureau Rural connectivity for food security, Office No 006 P.O.BOX 382 Bahir dar Ethiopian Tel. +251-058226 21-36 Fax +251-058-222-18-82 on or before April 17/2018 E.C bid closing date April 17/2018 E.C at 2:00 P.M and shall be publicly opened on April 17/2018 E.0 at 2:30 P.M. If the opening date lies on a non-working day, it will be shifted to the next working day.

10. Amhara Road,Transport and logistics Bureau reserves the right to accept or reject any or all bids.
