1. Introduction and Project Scope
Médecins Sans Frontières Belgium (MSF-B) invites qualified and experienced suppliers to submit formal bids for the supply, installation, and maintenance of a comprehensive Fleet Management and GPS Tracking Solution
The objective of this system is to enhance the safety, security, operational efficiency, and fuel management of MSF-B's diverse fleet operating across Ethiopia
We welcome bids from reputable suppliers with proven experience in similar services and a strong track record of performance. Bidders must demonstrate:
Experience in fleet management and GPS tracking systems
Proven reliability through references from previous or current clients
Capacity to provide installation, training, and ongoing technical support
Interested suppliers are encouraged to participate in this tender process in accordance with the requirements and timelines outlined in the tender dossier
The scope includes:
Hardware: GPS Trackers (4G/LTE), Fuel Monitoring Devices, and Security Accessories.
Services: Professional installation at multiple project sites and monthly cloud-based tracking services.
Fleet Profile: Approximately 30 vehicles, including Landcruiser, EVs/Hybrids, Pickups, and Minibuses.
2. Technical Specifications
Bidders must meet or exceed the following minimum technical requirements;

GPS Tracking 4G/LTE connectivity, advanced driving safety monitoring, and real-time tracking capabilities.
Fuel Monitoring Digital capacitance sensors or equivalent; must support dual-tank configurations for long-base vehicles.
Security Support for Driver ID (iButton), remote immobilization, SOS/Panic buttons, and audible buzzers.
Software Web-based platform with 1-year data storage, automated reporting, and mobile app access.
