1. Background
Solar Village Ethiopia (SVE), in partnership with Oxfam GB, is implementing a transformative project aimed at strengthening the resilience of smallholder farmers through climate-smart and sustainable agricultural practices. The project integrates renewable energy—particularly solar-powered irrigation—with organic farming approaches to promote low-carbon agricultural systems and enhance food security.
Key interventions implemented by the project include:
- Installation and operation of Solar-powered water pump irrigation systems
- Organic seedling distribution
- Vermicomposting and sustainable soil management practice
These initiatives have demonstrably contributed to improved agricultural productivity, enhanced soil health, and significant reduced greenhouse gas (GHG) emissions by replacing traditionally used diesel-powered systems and reducing reliance on synthetic fertilizers.
Following a baseline GHG assessment conducted at project inception, SVE now seeks to undertake an end-line GHG emission reduction assessment and develop a carbon tracking and monetization framework to quantify climate impacts and explore carbon financing opportunities to ensure the long-term sustainability and scalability of its interventions
2. Objectives of the Consultancy
2.1 Overall Objective
To assess end-line GHG emission reductions achieved by the SVE-Oxfam GB project and develop a robust carbon tracking and monetization framework that supports sustainable, low-carbon development pathways for SVE's current and future initiatives.
2.2 Specific Objectives
- Quantify the current GHG emissions from project activities and compare them with baseline data to determine net emission reductions
- Assess the comprehensive climate impacts of solar irrigation and organic farming practices, including both direct emission reductions and potential co-benefits
- Develop a scalable and practical carbon tracking (MRV) framework tailored to SVE's operational context and project types.
- Design a strategic carbon monetization strategy and identify optimal carbon market opportunities for SVE
- Identify all significant emission sources, quantify their reduction potentials, and evaluate existing and potential carbon sinks within the project areas
- Provide actionable recommendations for integrating carbon accounting into SVE's existing project systems and future project designs
3. Scope of Work
The consultancy will cover:
- GHG emissions assessment across agriculture, energy, and waste management
- Evaluation of renewable energy transition (diesel to solar)
- Assessment of soil carbon sequestration and organic practices
- Review of waste management and vermicomposting systems
- Development of a carbon tracking system (including MRV tools and indicators)
- Identification of carbon credit opportunities (e.g., Verra, Gold Standard)
- Estimation of potential carbon revenues and financing pathways
4. Methodology
The consultant is expected to apply a mixed-methods approach including:
- Household surveys (using Kobo/ODK or similar tools)
- Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs)
- Field observations and case studies
- Review of secondary data and reports
GHG calculations must follow internationally recognized standards such as IPCC guidelines. Data analysis should include statistical, economic (cost-benefit/ROI), and environmental impact assessments.
5. Expected Deliverables
The consultant will deliver:
- Inception Report (methodology, tools, work plan)
- Draft Report (GHG inventory, emission reductions, draft frameworks)
- Final Report (validated findings, MRV system, carbon monetization strategy, recommendations)
- Stakeholder Presentation summarizing key findings and frameworks
6. Eligibility Criteria
