Project

The Federal Democratic Republic of Ethiopia, intends to increase private sector involvement in the housing sector which is the main challenge in Addis Ababa City. Addis Ababa faces a critical housing shortage, compounded by the prevalence of substandard, unsafe, and socially unacceptable housing conditions. While the government has taken steps to address this challenge, it cannot meet the growing demand alone. To bridge this gap, the government seeks to enhance private sector participation through Public- Private Partnerships (PPPs) aimed at delivering sustainable, affordable, and mixed-use housing developments. To this end, the Government of the Federal Democratic Republic of Ethiopia, through the Ministry of Finance in collaboration with the Federal Housing Corporation, invites interested and qualified private sector participants to submit Expression of Interest (EOI) for the development of affordable housing projects in Addis Ababa.

The PPP Directorate General has launched this Request for Expression of Interest Notice ("REOI Notice") for the design, finance, build, operate, maintain and transfer of four affordable housing PPP projects ("Projects"). The Projects comprise eight mixed-use development sites for commercial and residential units (including residential units for low and middle-income households) which have been paired into four Clusters (two sites in each Cluster). The Clusters and sites are called:

• Cluster One-Paster Institute and Bole Sangam projects,
• Cluster Two-British Embassy and Addisu Gebeya projects,
• Cluster Three - Janmeda and Abnet projects, and
• Cluster Four-Austrian Embassy and Joshansen projects.

The information contained in this REOI Notice has been prepared solely for the purpose of assisting the recipients to this REOI Notice ("Applicants") in accessing the Request for Expression of Interest ("EOP"") full document,-and submitting an expression of interest response ("EOI Response") in respect of the Projects (as defined above).

The EOI does not constitute an offer in relation to the Projects. The information in the EOI does not purport to be all-inclusive or to contain all the information that an Applicant(s) or its advisors may require in relation to the Projects. The Applicant(s) are invited to access the full EOI document in accordance with the instructions set out below.

Respondents are invited to submit an EOI Response no later than May 30, 2026, 5:00 PM EAT, ("EOI Response Submission Deadline") in accordance with the full EOI which can be accessed on the websites of the Ethiopian Ministry of Finance [ www.mofed.gov.et ] or the Federal Housing Corporation [ www.fhc.gov.et ], or by requesting it directly from the PPP Directorate General via email [ pppethiopiaabebeg@gmail.com ] / [ agebrehiwot@mofed.gov.et ] / [ pppethiopiamisgina@gmail.com ].
