INVITATION TO TENDER

Provision of Road Risk Assessment service

Total Energies Marketing Ethiopia S.C. hereby invites qualified and eligible service providers to submit bids for the establishment of Long-Term Agreements (LTA) for the provision of specialized Road Risk Assessment, in accordance with Total Energies' HSSE, Joumey Management, and Road Safety standards.

Scope of Services

The selected service provider(s) shall deliver the following services in compliance with Total Energies' Road Safety Framework and best international practices;

• Conduct comprehensive road risk analyses and safe parking place assessment on routes assigned by Total Energies Marketing Ethiopia S.C., in alignment with Journey Management Principles in Ethiopia and Djibouti.
• Identify and evaluate road hazards, exposure levels, critical points, and risk severity using structured methodologies (e.g. route segmentation, criticality ranking, and preventive control identification).
• Assess environmental, infrastructural, traffic, security, and operational risks affecting trip safety.
• Assessment of safe parking places upon request.
• Recommend and validate preventive, mitigating, and recovery measures to reduce transport-related risks.
• Support improvement of driver anticipation and behavior through clear risk communication and route-specific guidance.
• Where risks are deemed unacceptable, recommend route modification, alternative route, or trip prohibition, subject to Customer approval.
• Provide documented road risk assessment reports and route maps suitable for operational use and audits.

Eligibility Requirements

Interested bidders must submit valid and renewed copies of the following:

• Trade License
•  VAT Registration Certificate
• Tax Identification Number (TIN) Certificate
• Relevant authorization, certifications or permits to provide the service

Tender Instructions

1. Tender documents may be obtained from Total Energies Marketing Ethiopia S.C.. Saris Road, Mullege Building, 7th Floor, reception, during normal working hours.
2.  Bid documents shall be available starting April 23, 2026, and bids must be submitted on or before May 08, 2026, at 4:00 PM.
3.  Bidders shall submit Technical and Financial Proposals in two separate sealed envelopes, clearly marked with the tender title and reference number, and deposit them in the tender box at TotalEnergies Marketing Ethiopia S.C. Head Office, Mullege Building, 7th Floor, Purchasing Division Office.
4.  Prices must be quoted independently and shall not be based on or influenced by other bidders' pricing.
5. Each bid must be accompanied by a Bid Security of ETB 10,000 (Ten Thousand Birr) in the form of a Certified Payment Order (CPO).
6. TotalEnergies Marketing Ethiopia S.C. reserves the right to partially or fully reject, suspend, or cancel the tender at any stage without incurring any liability.
