Financial Qualification

Factor	Criteria
Financial Standing of the Bidder	The average annual turnover, calculated as total certified payments received for contracts in progress or completed within the last one year, must equal or exceed the amount of the financial proposal of the Bid;
Audit Report	Audited Financial statement by independent Auditor for the last one year.

Legal Qualification

Factor	Criteria
Nationality	Nationality in accordance with ITB Clause 4.2.
Conflict of Interest	No conflict of interest as described in ITB Clause 4.3
Debarred by decision of the FPPA	The bidder must not be debarred by decision of the Public Procurement Agency from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.4.

Performance Qualification
