CALL FOR EXPRESSION OF INTEREST (EOI)

Engagement of Local IT Implementers for Multi-Tenant EMR Deployment and Sustainability in Ethiopia

Palladium, in collaboration with the Ministry of Health of Ethiopia, invites qualified local IT firms and technical service providers to express interest in supporting the rollout and sustainability of a national Multi-Tenant EMR platform across selected public health facilities.

01 PURPOSE OF THE EOI

  • Identify and prequalify competent local IT implementers
  • Support reliable and secure IT infrastructure at facility level
  • Enable effective EMR deployment, configuration, and adoption
  • Strengthen sustainable local technical capacity for long-term support

02 SCOPE OF SERVICES

  • Infrastructure assessment and deployment
  • EMR installation, configuration, and go-live support
  • Training, mentorship, and capacity building
  • Data migration and digitization support
  • Post-deployment technical support
  • Preventive and corrective maintenance

03 WHO SHOULD APPLY

  • Legally registered IT firms or recognized technical service providers in Ethiopia
  • Experience in network design, installation, and management
  • Experience in IT systems deployment, support, and maintenance
  • Preference for experience in HIS, EMR, or digital health implementations
  • Availability of multidisciplinary technical teams
  • Strong geographic and operational capacity across target regions

04 IMPLEMENTATION APPROACH

  • Phase 1: Prequalification and onboarding
  • Phase 2: Capacity building and certification
  • Phase 3: Facility-level deployment
  • Phase 4: Post-deployment support and continuous improvement
