TERMS OF REFERENCE (TOR) / REQUEST FOR QUOTATION (RFQ) FOR PROVISION OF BUILDING SECURITY SERVICES 1. Background The Homeowners Association (HOA) manages a multi-purpose high-rise building comprising residential and commercial units. To ensure the safety, security, and orderly operation of the premises, the Association seeks to engage a qualified and professional security service provider. The building structure is as follows: Basement: B2 levels (primarily for parking and utilities) Ground to 2nd Floor: Commercial units 3rd to 20th Floors: Residential units 21st Floor: Open terrace designated for residents’ events and rental use The building consists of four blocks (A, B, C, and D): Blocks A & B are interconnected Blocks C & D are interconnected Each block contains 90 residential units 2. Objective The objective of this TOR/RFQ is to procure a competent and licensed security service provider capable of delivering comprehensive, reliable, and professional security services to safeguard residents, visitors, tenants, assets, and facilities. 3. Scope of Services The service provider shall be responsible for the provision of security services, including but not limited to: 3.1 Access Control Control and monitoring of all entry and exit points (pedestrian and vehicular) Verification and registration of visitors Enforcement of access protocols for residents, tenants, and guests 3.2 Surveillance and Monitoring Routine patrols across all floors, blocks, and common areas Monitoring of parking areas (2 Basement levels B1 & B2) 3.3 Building Coverage Security coverage shall include: All Blocks (A, B, C, D) Residential floors (3rd–20th) Commercial floors (Ground–2nd) Basement parking areas Rooftop terrace (21st floor) during events 3.4 Event Security (21st Floor Terrace) Crowd control and access management during events Verification that only residents and authorized guests use the facility Monitoring safety compliance during gatherings 3.5 Incident Management Immediate response to emergencies, alarms, and incidents Preparation of incident reports Coordination with local authorities where necessary 3.6 General Duties Enforcement of HOA rules and regulations Prevention of theft, vandalism, and unauthorized activities Assistance in emergency evacuation procedures 4. Staffing Requirements The bidder shall propose an appropriate staffing structure, including: Number of guards per shift Supervisors and shift leaders 24/7 coverage plan Note: The staffing plan must clearly justify deployment based on building size and risk assessment. 5. Deliverables The selected service provider shall provide: Daily security activity logs Incident and occurrence reports Monthly performance and risk assessment reports Attendance and deployment schedules 6. Eligibility Criteria Interested bidders must fulfill the following: Valid security service license and business registration Proven experience of 5 and more years in high-rise residential/commercial security services Adequate trained personnel and operational capacity Good track record with verifiable references Compliance with labor laws and regulations8. Evaluation Criteria Proposals will be evaluated based on: Technical approach and staffing plan Relevant experience and past performance Financial proposal (cost-effectiveness and transparency) Quality assurance and supervision mechanisms 9. Timeline Bid Submission Deadline: May 16, 2026 Evaluation Period: Five Days Contract Start Date: Within 15 days Contract Duration: 1 year with a potential of being renewable 10.
