1. Background

ActionAid Ethiopia is a gender justice, good governance and poverty eradication organization working to achieve gender equality and poverty eradication. In Ethiopia, AAE works to challenge various forms of power and build capacities to create people agencies of a critical mass of communities especially women and girls living in poverty and exclusion to fulfill their rights, ensure redistribution of resources, and build their resilience. We prioritize working with women and girls and their organizations, networks of civil society organizations, national and local government, and other allies to overcome gender injustice and structural causes of poverty, we engage in national-level policy works to influence the agendas of women and girls to tackle gender injustice.

Action Aid Ethiopia is implementing Women's Rights Program III in Semen Bench and Shey Bench woreda of the Southwest Region of Ethiopia (SWR) (2023-2027) and the program covers five kebele in each Woreda. The general objective of the project is to ensure gender justice is realised at all levels of society and women live in safety with economic security and resilience. Several activities have been conducted to support the overall goal of the project and the outcomes.

The WRP III has adopted gender transformative approach, one of the tools planned for use to reach targeted girls and boys is through the girls' club facilitator manual which has been developed through "The Girl Generation Africa Led Movement to End FGM". The manual has been translated to Amharic as well however since the contexts are different, the manual needs to be adapted so that it relates to the lived realities of the girls and boys in Semen and Shey Bench Woredas. Following the adaptation, facilitators selected from target Kebele schools need to be provided training on the sessions for ten them to cascade to target girls and boys.

AAE invites qualified and experienced consultants to submit proposals for the adaptation of a Girls' Peer Discussion Facilitators' Guide and delivery of Training of Trainers (TOT) for facilitators in Semen Bench and Shey Bench Woredas, Southwest Region of Ethiopia.

2. Objective

The objective of this assignment is to onboard a consultant to adapt the girls' club facilitator's guide to the context where WRP III program and provide TOT for VCFs and teachers students who will be supporting the cascading of the discussions.

3. Duration and Budget: Indicative assignment period: May-June 2026.

4. Scope of Work

The consultant will deliver:

• An adapted girls' peer discussion manual to fit the objectives of WRP III and the context where the program is being implemented.
• Adapted manuals in English and Amharic version
• Training report after delivering the TOT training to facilitators based on the adapted manual

5. Application Requirement

The consultant should demonstrate the following requirements in their application to be considered.

• Master's degree in social sciences, psychology, gender studies, social work, human rights, development studies or related fields.
• Demonstrated experience in gender transformative programming, social norms change, and GBV prevention.
• Proven expertise in designing youth-friendly participatory content.
• Strong training facilitation and community engagement skills.
• Experience working with CSOS/INGOS.
• Knowledge of the South-West Ethiopia context, particularly Bench Sheko Zone, is an asset.
• Ability to facilitate training in Mizan Aman.
• Experience developing manuals and facilitating trainings on gender and male engagement;
• Familiarity with ethical and safeguarding standards in sensitive programming.
• Excellent communication and facilitation skills
• Legally required documents (renewed license and TIN certificate, VAT registration) as well as credentials must be submitted.
