Transformative Male Engagement Manual and Facilitation Training
1. Background
ActionAid Ethiopia is a gender justice, good governance and poverty eradication organization working to achieve gender equality and poverty eradication. In Ethiopia, AAE works to challenge various forms of power and build capacities to create people agencies of a critical mass of communities especially women and girls living in poverty and exclusion to fulfill their rights, ensure redistribution of resources, and build their resilience. We prioritize working with women and girls and their organizations, networks of civil society organizations, national and local government, and other allies to overcome gender injustice and structural causes of poverty, we engage in national-level policy works to influence the agendas of women and girls to tackle gender injustice.
As WRP III has adopted gender transformative approach, one of the tools proposed for use towards cultural level change is male engagement. In this regard, AAE had developed a gender transformative male engagement manual in collaboration with FHI while implementing the USAID Healthy Behavior Activity (UHBA). Since the manual was more focused on health issues pertaining to pregnancy and childcare, it would be important to tailor it to the contexts of Semen and Shey Bench and WRP III outcomes.

2. Objective
The consultancy aims to:
- Tailor and adapt the existing Gender Transformative Male Engagement Manual to the WRP III context;
- Produce finalized manuals in English and Amharic;
- Facilitate training for selected community facilitators using the adapted manual;
- Submit a final training report.
3. Duration and Budget: Indicative assignment period: May-June 2026.
4. Scope of Work
The consultant will deliver:
- Adapted Gender Transformative Male Engagement Manual (English and Amharic);
- Facilitation of training for selected facilitators;
- Final consultancy/training report.
5. Application Requirement
The consultant should demonstrate the following requirements in their application to be considered.
- At least a Master's degree in Gender Studies, Human Rights, Development Studies or related social science fields;
- Strong knowledge of gender equality, GBV prevention, social norms change and women's rights;
- Excellent writing and facilitation skills;
- Proficiency in English and Amharic.
- Proven experience in gender analysis, power analysis and participatory approaches;
- Relevant professional experience, particularly in male engagement programming:
- Demonstrated expertise in gender transformative approaches, positive masculinity and social norms transformation;
- Experience developing manuals and facilitating trainings on gender and male engagement;
- Familiarity with ethical and safeguarding standards in sensitive programming.
- Excellent communication and facilitation skills
- Experience working with CSOs and INGOS
- Familiarity with the South-West Ethiopia context, especially Bench Sheko Zone, is desirable.
- Ability to conduct training in Mizan Aman.
- Legally required documents (renewed license and TIN certificate, VAT registration) as well as credentials must be submitted.
