Procurement Title: Supply, Installation, configuration, Testing Commissioning Training Onsite Support, and maintenance support Service of a Treasury Management System (TMS)

1. Dashen Bank S.C. (the Bank) invites sealed bids from interested, eligible, experienced, and qualified bidders to propose a solution for the Supply, Installation, Configuration, Testing, Commissioning, Training, Onsite Support and Maintenance support service of a Treasury Management System (TMS). The vendor shall provide all required software licenses, and supporting components necessary for the Successful deployment of the Treasury Management System (TMS).

2. Bidding will be conducted using the Bank's open bidding procedures and other relevant law of the country.

3. Interested and eligible bidders are invited to purchase and download the bidding document via https://extratenders.net/ and https://dashen.afrotender.com/ to access the biding document for by having paid Non-refundable fee ETB 500.00 (Five Hundred Birr) or equivalent currency easily convertible in Ethiopian Birr starting from May 04, 2026.

4. New Bidders are advised to first register as a supplier on the Bank's SAP Ariba Electronic Procurement system. 5. Interested eligible Bidders may obtain further information from Dashen Bank S.C at the address given below during the office hours (Monday to Friday 8:00-12:00 AM., 1:00- 5:00 PM. and Saturday 8:00-12:00 A.M.), excluding public holiday.

6. The bidders shall be presented as a bid security for of ETB 1,000,000.00 (Birr One Million only) or USD 6,400.00 (Six Thousand Four Hundred US Dollar Only) in the form of Cashier's payment order (CPO) or Irrevocable and Unconditional Bank Guarantee Counter Bank Guarantee by a commercial Bank in Ethiopia. Bid bond security in any other form is not acceptable.

7. The security must be valid for at least 150 days from the date of bid submission. The bid validity period shall be 120 days.

8. The sealed bid document shall be placed in the box prepared for this purpose on May 25 2026, up to 5:00 PM EAT afternoon at the Supply Chain Management Department, Dashen Bank New Head Quarter Building, 7th floor, in front of the National Bank of Ethiopia. The late bids will automatically result in rejection.

9. Bids shall be opened in the presence of the bidder's or their legal representative at Dashen Bank Head Quarter Building, 7th floor, Supply Chain Management Department meeting hall Head Quarter Building, 7th floor, in front of the National Bank of Ethiopia meeting hall on May 26, 2026 at 2:00 PM EAT Afternoon.

10. Bidders are strongly encouraged to thoroughly follow and adhere to the instructions, terms, conditions, and requirements as outlined in the RFP bidding document.

11. Failure to comply any of the conditions from 2-10 above shall result in automatic rejection.

12. The Bank reserves the right to accept or reject the bid, either partially or fully.
