TERMS OF REFERENCE (TOR)

PROVISION OF INCLUSIVE MENTAL HEALTH AND PSYCHOSOCIAL SUPPORT (MHPSS) SERVICES

FOR YOUNG WOMEN AND MEN WITH DISABILITIES UNDER

1. Background and Rationale

Development Expertise Centre (DEC) is implementing a project entitled We Can Work in Addis Ababa city administration in partnership with Light for the World and STEMpower Inc. to deliver Core Life Skill and Entrepreneurship trainings for youth with disability.

Youth with psychosocial disabilities, intellectual disabilities or multiple and severe disabilities require tailored, continuous and culturally appropriate MHPSS. Those with pre-existing disabilities are at an even higher risk of social exclusion and have limited access to quality MHPSS services.

Thus, this TOR seeks to engage an experienced MHPSS institution to provide face-to-face individual and group MHPSS at designated project sites in Addis Ababa.

2. Purpose of the Assignment

To ensure that all We Can Work participants: -

  • Receive structured & high-quality face-to-face MHPSS throughout all training days;
  • Develop resilience, motivation and confidence to manage workplace or entrepreneurial stressors;
  • Remain engaged and successfully transition to dignified work and income-generating opportunities.

3. Target Groups and Locations

  • 75 programme participants in Shegar City, Eka Tafo
  • 75 programme participants in Wolaita Zone, Boloso Sore Woreda and Areka Town

4. Contract Duration

One (1) year, aligned with the duration of the participant journey through all project phases.

14 days of Core Life Skills Training

Need based individual and Group MHPSS sessions and facilitation of sessions on MHPSS focusing on self-esteem, stress management, conflict resolution; and individual face-to-face counselling for personal concerns.

6. Scope of Work

The selected institution shall:

A. Preparation and Planning

  • Develop a clear plan for delivering face-to-face MHPSS during training sessions.
  • Conduct psychosocial need assessments to inform individualized care plans.
  • Facilitate sessions on MHPSS as required.

B. Face-to-Face Service Delivery

  • Provide individual counseling sessions to each participant throughout the training sessions.
  • Deliver group counselling sessions to foster peer support and shared problem-solving.
  • Provide crisis intervention during face-to-face visits if immediate needs arise.
  • Offer a goodwill on-call response (unpaid) if participants face urgent psychosocial crises.

C. Monitoring and Reporting

  • Keep clear records of face-to-face sessions and participant progress.
  • Submit session logs, attendance sheets, and monthly summary reports.
  • Ensure all personal information remains confidential and safeguarded.

D. Safeguarding

  • Follow Do No Harm principles and safeguarding protocols.
  • Ensure informed consent and safe, respectful support in all interactions.

8. Payment and Budget Proposal

  • All MHPSS support must be delivered in-person only.
  • The institution must submit a unit cost:
    • Per individual face-to-face session per participant, and/or
    • Per face-to-face group counselling session.
  • No additional payment will be made for goodwill on-call support.

Payments will be based on approved deliverables, verified attendance, and session reports.

9. Required Expertise

The applying institution must demonstrate:

  • At least 3 years of practical experience in face-to-face MHPSS delivery for persons with disabilities.
  • A multidisciplinary team including Clinical Psychologists, Psychiatrists and Counselling Psychologists.
  • Proven track record in integrating MHPSS with training, internships and workplace support.
  • Have experts who can speak local languages of the project area.

10. Coordination

  • Scheduling must align with training calendars and placement plans.
  • Flexibility is expected to accommodate location-specific logistical needs.

11. Application Requirements

Eligible institutions must submit:

  • Detailed technical proposal explaining how face-to-face services will be delivered for each phase.
  • Proposed calendar and staffing plan.
  • Organizational capacity statement and evidence of similar past work.
  • CVs of key staff.
  • Financial proposal with clear unit costs and total cost by location.

12. Evaluation Criteria

Proposals will be evaluated based on:

  • Technical soundness and feasibility of face-to-face delivery plan (20%).
  • Relevant past experience (20%).
  • Qualifications of key staff (20%).
  • Clarity and cost-effectiveness of unit costing (40%).
  • Bids should only apply between May 6, 2026-May 12, 2026.
