The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Research component and intends to apply part of the proceeds toward payments under the contract Procurement of Construction of Poultry Buildings Civil Works at Gambella woreda, around Gambella City).

1. Gambella Agricultural Research Institute invites sealed Bids from eligible and qualified Bidders for the following Construction of Poultry Buildings Civil Works at Gambella Woreda kebele 03.

 2. Bidding will be Conducted through National Competitive procurement using a Request for a Bids(RFB) as specified in the World Bank's "Procurement Regulation" for IPF Borrowers/Grant" (fifth edition September 2023 "Procurement Regulation"), and is open to all Bidders as defined in the Procurement Regulations.

3. Interested eligible bidders may obtain further information from Gambella Agricultural Research Institute, Food System Resilience program Procurement unit inspect the Bidding Document at the address given below from 8:00AM to 12:00AM & 3:00PM to 5:30PM from Monday to Friday before closing date.

4. The bidders shall furnish the following documents to fulfill the eligibility criteria:

• Trade license renewed in 2018 E.C
• Current Tax clearance certificate.
• VAT registration
• Tin No certificate
• Supply list from PPPAA
• Commercial trade registration
• Bid Security amounting Stated above

Current renewed a Certificate of registration and competence as category G.C or B.C 3 and above issued by ministry of Construction and Urban Development or any Concerning Bureau.

5. Eligible and Interested bidders can buy the bidding documents from address below during working hours up on the submission of bid and the payment must in Non-refundable free of ETB 2,000.00(Two thousand birr only). The method of payment will be in cash or to GARI CBE Bank account 1000019823729 Gambella Agricultural Research Institute with presentation of deposit slip person and inspect the bidding document during office hours from 8:00AM to 12:00AM & 3:00PM to 5:30 PM from Monday to Friday before closing date.

6. Bids must be delivered to the address below at or before 3:30 PM on June 4, 2026 One Original and Two Copies of Technical and Financial Proposals sealed separately and enclosed in one other envelope in accordance with the requirements presented in the bid data sheet. The Bid will be closed June 4, 2026 at time 3:30PM and Opened the same date at time of 4:00 PM in the presence of Bidders or its representatives. Late comers shall be rejected from Bid.

7. All bid shall be accompanied by a bid security amounting as per stated in the biding document. The total amount of Bid Security could be Birr 1,000,000 (One Million) Birr or its equivalent in an easily convertible currency.

8. Bid security must be in the form of either CPO or Bank Guarantee from a recognized any local Banks by the name of Ethiopia Institution of Agricultural Research and shall remain valid for 120(One Hundred Twenty) days after Bid submission deadline.

The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid. Insurance Bond is not acceptable. For Bank Guarantee the bidder must use the bank guarantee from included in section IV (Bid Form) of the bidding document. Bid security declaration is not acceptable. The Bid Security shall attach within the Original bid proposal.

9. The Institutions reserves the right to accept or reject all or parts.
