REQUEST FOR PROPOSAL: HR AND FINANCE SYSTEMS

REVIEW AND MODERNIZATION

The Charity and Development Association (CDA) invites qualified and experienced consultancy firms to submit technical and financial proposals for the review and modernization of its Human Resources and Finance systems. This consultancy aims to align CDA's institutional structures, policies, and procedures with Ethiopian legal frameworks-specifically Proclamation No. 1156/2019-as well as donor compliance standards and international NGO best practices.

Scope:

  • Review and update HR policies, structures and performance systems.
  • Assess and strengthen financial systems, controls, and reporting.
  • Evaluate and redesign organizational structure.

Eligibility and Application

Interested applicants must demonstrate proven expertise in NGO institutional reform, strong knowledge of Ethiopian regulatory requirements, and the capacity to deploy a multidisciplinary team to complete this assignment within a seven-week timeframe.

  • All interested consultants are warmly invited to participate in the consultancy opportunity by purchasing the detailed Terms of Reference (TOR) from our Head Office for only 500 Birr.
