Note:

  • Bidders must hold a valid and renewed contractor license under General Contractor (GC) or Building Contractor (BC),
    1. For lOT-3 GC/BC 6
    2. For lOT-4 GC/BC 7
    3. For lOT-8 GC/RC 6
  • Bidders are allowed to participate in only one (1) lot. Any bidder who submits bids for more than one lot will be automatically disqualified,
  • All bidders must fully complete the bidding documents, and ensure that all forms are properly signed, stamped, and submitted.
  • Bids must be submitted in a sealed envelope, clearly marked with the tender title and reference number, and must include separate Technical and Financial Proposals as required.
  • Bidders must comply with all mandatory eligibility and qualification requirements, and submit all required supporting documents as specified in the bidding document.

Requirements:

Interested eligible Bidders shall provide the written application with copies of the following mandatory legal document:

  • Renewed Business License in the respective area.
  • Business Registration
  • TIN Certification.
  • VAT registration certificate.
  • Proven experience in similar works over the last three (3) years,
  • Testimonies of related services
  • Bid bond: 2% in the form of CPO.

All Quotations must be presented in English only.

Clarity of specifications and presentation of the bid offer, quality, delivery time, and value-for-money principles will be considered in the evaluation of the bid.

Positive Action for Development (PAD) reserves the right to accept or reject all or parts of the bids at any time without assigning any reason or reason whatsoever. Tenders submitted after the deadline will be automatically rejected.

All interested potential vendors are invited with respect to the referenced invitation to tender.
The submitted Quotation could be used as the basis for a contract between your firm/institution and PAD

Bid Collection, Submission, and Deadline Dates

A. Bid Document Collection Dates

Interested suppliers are required to deposit a non-refundable fee of ETB 1,000 to the Commercial Bank of Ethiopia (CBE), Account Number 1000321092938, Account Name: Positive Action for Development (PAD).

A complete set of tender documents is available starting from May 14, 2026 to May 18, 2026 03:00 PM (09:00 local time), suppliers must provide the bank deposit slip along with a copy of their valid ID and trade license through one of the following options:

  • By Email: Send a request for the bid document to procurement@padethiopia.org,  attaching the bank deposit slip, ID, and trade license, and clearly state the bid reference number in your email (PAD/019/26) for specifying the lot number and descriptions of Invitation.
  • In Person: Submit the original deposit slip together with a copy of your ID and trade license to the PAD Head office, located in Lemi Kura Sub City Woreda 13 House no. B005 |Around CMC Square, 500 meters from Menabert Real Estate Tel:0116-701-916, and PAD coordination field office.
  • Forom lot 03 up to 4 - south wollo and North Wollo: PAD Dassie Coordination Office, Buambuawiha Sub City, Kebele 10, Around Time Hotel.
  • For lot 8 North shoa: PAD Debre-Birahan coordination field office location of office Tebase Sub City around Tsadikane Building.

B. Bid Document Submission

The completed technical and financial proposal documents shall be submitted in a separate sealed envelope in person indicating ‘Bid Reference no.” in ‘Original’ and ‘Copy’ to our address in the bid box prepared for this purpose.

C. Bid Opening Date

The bid will be opened on May 18, 2026, at 03:30 PM or 09:30 Local Time. at PAD Head Office in Addis Ababa (in person) and virtually at PAD coordination field office.
