Oromia Roads and Logistics Bureau Would Like to procure Road Maintenance Works

The Peak annual construction turnover of ETB 75 million calculated as total certified payments received for contract in progress or completed within the last Five (5) years.

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments amounting ETB 19 million.

Submission of audited balance sheets and other financial statements acceptable to the Public Body as required in the BDS Clause 17, for the last Five (5) Years to demonstrate the current soundness of the Bidder`s financial position and its prospective long-term profitability.

Nationality in accordance with ITB Clause 4.2.

No conflict of interest as described in ITB Clause 6.

Not having been debarred by decision of the Public Procurement Autority from participating in public procurements for breach of its obligation under previous contracts in accordance with ITB Clause 4.3.

Having been submitted VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4.5(b)(ii);

Having been submitted valid trade license or business organization registration certificate issued by the country of establishment

Having been submitted valid tax clearance certificate issued by the tax authority

Compliance with conditions of ITB Clause 4.4.

Bidders must provide their team skills matrix and personnel statistics for the period specified in the BDS

Among the staff mentioned, Bidder must demonstrate that it will have the personnel for the key positions  who actually will be performing the activities described in the bidding document.

Contractor must sign anti-bribery pledge using appropriate form to confirm and ensure the employer that he will not at any time engage himself into evil practices.

Submit comprehensive and concise environmental and social, management system (ESMS), that will be implemented by the contractor, and its subcontractors.

Experience in construction contracts in the role of contractor, joint venture partner or sub- contractor at least the last Two (2) years prior to submission of deadline as per procurement directive categories.

Experience as contractor or joint venture or subcontractor, in One (1) road Maintenance/ Rehabilitation/ Upgrading/ Construction projects with a value of at least ETB 32 Million within the last ten (10) years.

OR

Experience as contractor or joint venture or subcontractor, in Two (2) road Maintenance /Rehabilitation/ Upgrading /Construction projects each with a value of at least ETB 16 Million within the last ten (10) years.

All pending litigation shall in total not represent more than Thirty Percent (30%) of the Bidder’s net worth and shall be treated as resolved against the Bidder.

The Bidder must demonstrate that it will have available equipment for the implementation of the contract.

Non-performance of a contract did not occur within the last Two (2) years prior to the deadline for Qualification submission based on all information on fully settled disputes or litigation.

Bidder must visit the project site and submit original site visit evidence from woreda Roads and Logistics Office and declaration of site visit to appreciate fully the nature, volume and scope of works envisaged.

The method statement and proposed construction schedules should be submitted.--
