1. The South West Ethiopia Peoples Regional State Bureau of Agriculture has received financing from the International Fund for Agricultural Development (IFAD) toward the cost of the Participatory Agriculture and Climate Transformation (PACT) Programme and intends to apply part of the proceeds toward payments under this contract. The use of any IFAD financing shall be subject to IFAD's approval, pursuant to the terms and conditions of the Financing Agreement, as well as IFAD's rules, policies, and procedures. IFAD and its officials, agents, and employees shall be held harmless from any claims, losses, or liabilities arising from this procurement.
2. The Participatory Agriculture and Climate Transformation (PACT) Programme aims to contribute to poverty reduction and improved resilience of rural households. The Programme Development Objective (PDO) is to enable 5,000 rural households (men, women, youth, and persons with disabilities) across five selected landscapes to sustainably improve incomes, food and nutrition security, and resilience to shocks. The Programme will be implemented in two zones and three woredas, covering five landscapes: Aku, Shota, Koma, Ugumani, and Ofa.
3. The Employer now invites sealed bids from eligible bidders for the execution and completion of the following works, procured as unit price contracts based on the Bill of Quantities:

4. This IFB is open to all eligible bidders who wish to participate. Subject to the restrictions stipulated in the bidding document, eligible bidders may associate with other bidders to enhance their capacity to successfully carry out the works.
5. All bids shall be accompanied by a bid security in the form of an unconditional bank guarantee or Certified Payment Order (CPO), issued in the name of the South West Ethiopia Peoples Regional State Bureau of Agriculture. The bid security shall be in the amounts of stated in the following table

6. A contractor will be selected using the National Competitive Bidding (NCB) method in accordance with the IFAD Procurement Handbook accessible at www.ifad.org/project-procurement . The NCB process will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
7. Please note that a pre-bid conference will be held as described in the bid data sheet ("BDS"), Section II of the bidding document.
8. Interested bidders may obtain the bidding document upon payment of a non-refundable fee of ETB 1,000 (One Thousand Birr) in Bureau of Agriculture Acc. 1000454620918 Commercial Bank of Ethiopian Bonga Branch and collect the document in person at the address indicated below. This will ensure that bidders receive any updates or clarifications.
9. Bids must be delivered to the address specified in the Bid Data Sheet (ITB 25.1) no later than June15, 2026 at 08:00 AM Ethiopian local time. The bid will opened immediately thereafter, 8:30 Ethiopian local time (2:30 PM) on the same date on presence of bidders' representatives, who choose to attend, at the address below.
10. Bidders who wish to participate in the bidding process should submit 1(One) Original and 2 (Two) Copies of Separately Sealed Technical and financial documents all in One Envelope to the address below before the bid submission deadline stated above.
11. Please note that electronic bids shall not be accepted.
12. Late bids will not be accepted and will be returned unopened at the bidder's request and cost. All bids must be accompanied by the required bid security.
13.The bureau reserves the right to accept or reject parts of or the entire bid.
