1. The Sidama National Regional State Agriculture and Natural Resource Development Bureau received financing from the International Fund for Agricultural Development (IFAD) and EU-the financing of which is being administered by IFAD and intends to apply a part of the proceeds of the financing to this purchase. The use of any IFAD financing shall be subject to IFAD's approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD's rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Sidama National Regional State Participatory Agriculture & Climate Transformation (PACT) Programme.

2. The location of the projects:- Bensa Woreda Hache Kebele Warehouse site is accessible for construction and located on Hawassa to Aroresa asphalt roadside far 423 km, 126 km, 10 km from Addis Ababa, Hawassa and Daye town, respectively.

3. The employer now invites sealed bids from eligible entities (bidders) who are Contractor capability:- General Contractor (GC) and Building Contractor(BC) Grade 5 and above for the execution and completion of Bensa Woreda Hache Kebele Warehouse, which are being bid as a unit price contract based on the bill of quantities.

4. This NCB is open to all eligible bidders who wish to participate. Subject to the restrictions stipulated in the bidding document, eligible bidders may not associate with other bidders to enhance their capacity to successfully carry out the works.

5. All bids must be accompanied by a bid security of ETB 150,000.00 (one hundred fifty thousand) in the form of CPO or unconditional Bank Guarantee in the form provided in the Bid document payable to the Employer at the first demand without any contestation whatsoever, and must be submitted at the address of: Sidama National Regional State Agricultural and Natural Resource Development Bureau.

6. A contractor will be selected using the National Competitive Bidding (NCB) method in accordance with the IFAD Procurement Handbook accessible at www.ifad.org/project-procurement  . The NCB process will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.

7. Bidders interested in submitting a bid shall purchase the bidding document against payment of a non-refundable fee of 500 ETB can get full contact details of the bidder, to the following point of contact. This will ensure that the bidders receive updates regarding this bidding document.

8. The Bids comprising of Technical and Financial documents must be delivered in separate sealed envelopes in two copies each as original & copy of the document to the address given above on 16/06/2026 day at 10:00am-12:00 Pm local time. All copies of the Bids shall be submitted in separate envelopes i.e., the (Technical Proposal, Financial Proposal, and Bid Security) and one outer envelope, duly marking the inner envelopes as "ORIGINALS" and "COPIES" both for the "The Technical Proposal" and "Financial Proposal". The bid bond shall be part of the technical offer but in a separately sealed envelope.

9. Bids will be opened on 16/06/2026 at 02:00 Pm local time and in the next working day if this day happens to be a holiday.

10. Bidders should be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security in the manner and amount specified in the bid data sheet.

11. Sidama National Regional State Agricultural and Natural Resource Development Bureau reserves the right to accept or reject any or all bids, to alter, amend or cancel this request if deemed to be of the interest, to annul the bidding process, and to reject all Bids at any time-prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
