1. The Ethiopian Petroleum Supply Enterprise (EPSE )invites sealed bids from eligible bidders for the procurement of Consultancy Services for Formulation & Implementation of Integrated Enterprise Resource Planning (ERP) system & IT Solution in RPSE

3. "Bidders" for the Formulation & Implementation of Integrated Enterprise Resource Planning (ERP) system & IT Solution in EPSE

4. Bidding will be conducted in accordance with the open international tendering procedures and is open to all bidders

5. The evaluation method adopted for awarding the contract of the Consultancy Services will be

Quality and Cost Based Selection (QCBS) where award is given to the bidder that has scored the highest combined Technical and Financial Score among the bidders who qualified the preliminary examination and meeting the qualification criteria

6. Under the single stage two-envelope bidding process, the Bidder shall not quote, disclose, or submit its price in the preliminary examination +pre-qualification +technical proposal or in any other manner, whatsoever, except as part of the financial proposal envelope. In case of any non-compliance in this regard, the Proposal shall be out-rightly rejected

7. Bids shall be submitted into two separate outer envelopes, the first envelope containing the original and copy of the preliminary examination +pre-qualification +technical proposal envelopes; the second envelope containing the original and copy of the financial proposal envelopes. The bid security shall be contained in the original technical proposal envelope if it is not sent directly by the Bank to the Purchaser or handed over at the time of bid opening

Interested eligible bidders may obtain further information from EPSE and inspect the bidding document at the address given below at 11(a) from: 08:00 to 12:00 hours AM and 01:00 to 05:00 hours PM.A complete set of Bidding Documents prepared in the English language may be obtained by any interested bidders, at the address below at 11(b) upon payment in cash, a non-refundable fee of Ethiopian Birr 500.00 (Five Hundred Birr Only)

9. Bids must be delivered to the address below at 11(c) at or before 1/7/2026 10 hours AM Addis Ababa time

Bids must be accompanied by a bid security of 500,000.00 Ethiopian Birr or equivalent in For any convertible currency which shall be valid for 28 days beyond the validity date of the bid and shall be in CPO or a Bank guarantee issued by a Bank established in Ethiopia. Late bids shall be rejected.

11. The preliminary examination +pre-qualification +technical proposal envelope will be opened in the presence of the bidder's representatives who choose to attend at the address below at 11 (d) at 1/7/2016 10:05 hours AM Addis Ababa time.
