1. Background

WaterAid is an international non-governmental organization working to transform lives through improved access to safe water, sanitation, and hygiene (WASH) services. WaterAid Ethiopia invites eligible, qualified, and experienced suppliers and service providers to submit Expressions of Interest (Eol) for the establishment of Framework Agreements for a period of one (1) year, renewable up to two (2) years, subject to satisfactory performance and through organizational requirements.

The Framework Agreements will support WaterAid Ethiopia's operational and programmatic activities across Ethiopia.

2. Objective of the REol

The objective of this REol is to identify and shortlist competent suppliers and service providers for potential inclusion in WaterAid Ethiopia's approved vendor database and subsequent participation in Request for Quotation (RFQ), Request for Proposal (RFP), or tender processes under framework agreements.

3. Categories of Goods and Services

Interested firms may apply for one or more of the following categories:

Lot 1: Supply of Water Meters: Supply and delivery of various types and sizes of water meters and related accessories.

Lot 2: Supply of Pumps: Supply and delivery of water pumps. submersible pumps, surface pumps, solar pumps, and related accessories.

Lot 3: Supply of Solar Panels and Related Equipment: Supply and delivery of solar panels, inverters, controllers, batteries, mounting structures, and related accessories.

Lot 4: Material Testing Services: Provision of laboratory and field- testing services for:

• Concrete
• Pumps
• Pipes
• Pipe fittings
• Water meters 
• Other related construction and WASH materials

Lot 5: Water Quality Testing Services: Provision testing and analysis services, including physical, chemical, and of water quality bacteriological testing in accordance with applicable national and international standards.

4. Eligibility Requirements

Interested applicants shall provide the following documentation:

1. Valid business license relevant to the category applied for

2. Valid Tax Identification Number (TIN) certificate.

3. Valid VAT registration certificate (if applicable).

4. Valid tax clearance certificate.

5. The company profile includes organizational background and areas of specialization.

6. Evidence of relevant experience in similar assignments/ supplies for at least three (3) years.

7. List of key clients and references.

8. Relevant professional certifications, accreditations, or laboratory certifications (where applicable).

9. Audited financial statements or other evidence of financial capacity for the last two years.

10. Completed supplier registration form (if applicable).

11. Any additional supporting documents demonstrating technical capability and experience.

5. Evaluation Criteria

Expressions of Interest will be evaluated based on, but not limited to, the following criteria:

• Legal compliance and validity of required documents.
• Relevant experience and technical capacity.
• Financial capability.
• Quality assurance systems and certifications.
• Past performance and references.
• Availability of appropriate equipment. facilities, and qualified personnel

Submission of an Expression of Interest does not guarantee inclusion in WaterAid Ethiopia's supplier database or award of any contract,

Interested applicants are requested to submit their Expression of Interest documents in PDF format, clearly indicating the lot number(s) and category name(s) applied for.

7. Submission Deadline

The deadline for submission of Expressions of Interest is: 22 May 2026 at 9:30 AM (EAT)

Applications received after the deadline may not be considered.

8. Additional Information

WaterAid Ethiopia reserves the right to accept or reject any or all applications without assigning any reason thereof.

• WaterAid Ethiopia is not bound to shortlist any applicant or award any contract as a result of this REOL.
• Shortlisted applicants may subsequently be invited to participate in detailed procurement processes.
• Canvassing or influencing the procurement process in any form may lead to disqualification.
