Bid Invitation for Consultancy Service

Background

WaterAid is a global federation working to improve access to clean water, sanitation, and hygiene (WASH). As a leading WASH actor. WaterAid has played a key role in transforming the lives of poor and marginalised communities. In Ethiopia, WaterAid has been active in the WASH sector since 1991, driven by the vision that everyone, everywhere has access to sustainable WASH services.

To further its commitment. WaterAid Ethiopia (WAE) invites eligible and qualified consultancy firms to submit bids for the Consultancy service to generate robust evidence to Inform advocacy, policy dialogue, and partnership frameworks on Public-Private Action or Water Source Protection and Climate-Resilient WASH in the Central Rift Valley Basin, Ethiopia, in accordance with the Terms of Reference (TOR).

Bid Participation and Submission Guidelines

1. Terms of Reference (TOR): The Terms of Reference will be provided to interested bidders who register their email addresses at the registration desk located at WaterAid Ethiopia's reception between May 18 and May 26, 2026, during working hours (08:30 AM - 12:30 PM and 01:30 PM - 05:00 PM).

2. Online Access: Alternatively, bidders may download the bid invitation and Terms of Reference from the WaterAid Ethiopia website: www.wateraid.org/et 

3. Eligibility Documents: Bidders must submit the following valid documents as part of the technical proposal: Renewed business license. Company registration certificate, TIN registration certificate

4. Bid Submission Deadline: All bids must be submitted in sealed envelopes to the WaterAid Ethiopia office no later than May 27, 2026, at 1:30 PM.

5. Bid Security: A bid bond equivalent to 2% of the total consultancy fee is required, in the form of a bank guarantee or Certified Payment Order (CPO) valid for at least three (3) months from the date of bid opening. The original bid bond must be attached to the original financial proposal.

6. Envelope Identification: Each envelope must clearly display: Bidder's name and address, Legal stamp and signature, Reference number: Ref. WAE/CONS/CRVB/2026/001

7. Proposal Format: Bidders must submit their proposals in two separate sealed envelopes: Technical Proposal (Original and Copy), Financial Proposal (Original and Copy). Each envelope must be clearly marked "ORIGINAL" and "COPY", stamped and sealed. In case of discrepancy, the original version shall prevail.

8. Bid Opening: in the presence of bidders or their representatives who wish to attend on May 27, 2026, at 8:00 PM, at the WaterAid Ethiopia office.

9. Bid Evaluation and Award Procedure: The bid evaluation shall be conducted using a Quality- and Cost-Based Selection (QCBS) method and will follow a two-stage evaluation process:

Stage One: Technical Evaluation

  • Technical proposals will be evaluated first, strictly in accordance with the criteria outlined in the Terms of Reference.
  • Technical proposals will be scored out of a maximum of 70 points. Bidders must obtain a pass technical score to be considered technically responsive.
  • Only bidders who meet or exceed the minimum technical score will qualify for the financial evaluation stage.

Stage Two: Financial Evaluation

  • Financial proposals shall be opened and evaluated only for bidders who have passed the technical evaluation.
  • Financial proposals of bidders who do not meet the minimum technical score will not be opened and will be returned unopened.

Contract Award: The contract shall be awarded to the bidder who achieves the highest combined technical and financial score, based on a technical weighting of 70% and a financial weighting of 30%, in accordance with WaterAid Ethiopia's procurement policies and procedures.

10. Disclaimer: WaterAid Ethiopia reserves the right to accept or reject any or all bids, to annul the bidding process, or to cancel the procurement at any time before contract award, without incurring any liability to bidders. Late submissions shall not be accepted.
