The Peak annual turnover calculated as total certified construction work payments received for contracts in progress or completed within the past Five years (2013-2017) EC must exceed ETB 350 million

The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement.

In case of Partnerships, Consortium or Joint Ventures, the bidder submit a separate Beneficial Ownership Disclosure Form for each member; disclose at least one of the following: -

1)    Directly or indirectly holding 10% or more of the shares.

2)    Directly or indirectly holding 10% or more of the Voting Rights or

3)    Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the consultant or

4)    Whether a person directly or indirectly exercises significant influence or control over the Company (tendered)

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

In the case of a bid submitted by a Partnership, Consortium or a joint venture (JV), the Bidder has to submit the Form Data on Partnership, Consortium or Joint Ventures, the Agreement governing the formation of joint venture, or letter of intent to form Partnership, Consortium or Joint Venture, including a draft agreement, in accordance with ITB Clause 4.1.

 Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

Bidder has to demonstrate in its Technical Proposal that it will have the personnel for the key positions that meet requirements 

Bidder has to submit relevant professional practice certificates

Bidder has to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

All pending litigation shall in total not represent more than 5 percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

General experience in Construction Sector as Contractor, Subcontractor and Joint Venture Minimum five years' experience,

Submission of audited financial statements, including balance sheets income statements and cash flow statements for the last five years (2013E.C-2017E.C) to demonstrate the current soundness of the bidder financial position and its prospective long term profitability.

Bidders should submit supporting document from Ministry of Revenue to verify their audit financial report. The legal documents of the external auditors shall be attached for each of the periods. As a proof of the bidder’s financial standing the following documents need to be furnished:

a)        Audited Financial Statement for the last five years 5(five) years (2013-2017) EC or the number of years of establishment of the firm if the firm establishment period is less than five years and same shall be prepared by and independent Certified Chartered Auditor who is registered under office of the AABE.

b)        Financial Statement prepared by Authorized Accountants will not be accepted as Audit Report; and The Audit Report prepared by an independent auditor who is not under AABE list will not be accepted.

Bidder has to provide in the Bidder Certification of Compliance Form information about major relevant contracts successfully completed 

Bidders must have completed, within the past ten years (2007E.C-2017E.C), at least one construction project (Hospital Renovation and interior Project) similar in nature to the proposed work with a value of at least ETB 250 million or Three construction projects similar in nature of the proposed work with value of each not less than ETB 80 million

A project shall be considered for evaluation only if the bidder has completed at least seventy percent (70%) of the works in a satisfactory and acceptable manner.

Letter from the client regarding project status and project scope which clearly mention the project amount, commencement date, project duration, completion date, timely performance and quality performance,

Signed contract agreement, first and final payment, provisional and or final acceptance certificates
