Natanim Charitable Organization (NCO) is an Ethiopian indigenous civil society organization working in the areas of mental health, psychosocial support, and disability inclusion. Under its ongoing initiatives, including the CADiR (Collective Action for Disability Rights) Project supported by NORAD through Atlas Alliance and Youth Mental Health Norway, NCO is establishing a National Mental Health Hotline Counseling Center in Addis Ababa.

To ensure strict vocal privacy, total confidentiality, specialized low-profile ventilation, and professional counseling standards, NCO seeks to engage a qualified contractor to design, fabricate, and install standalone, modular soundproof partition counseling rooms.

Scope of Work

 Meticulous site assessment and dimensional measurement verification.

 Construction and positioning of a 4-room multi-zone independent layout (4 specialized modular counseling booths) as standalone units that preserve the building's permanent masonry walls.

 Delivery of high-performance acoustic isolation engineered specifically to eliminate sound transmission during sensitive hotline counseling operations.

 Assembly of structural framing using premium galvanized Light Gauge Steel (LGS) systems.

 Multi-layer acoustic board and dense sound-deadening gypsum board installations.

 Core sound absorption packing using high-density insulation blankets (Glass Wool or Mineral Rockwool).

Fabrication and installation of customized soundproof door assemblies (40% double-glazed clear soundproof glass, 60% solid-core acoustic panel) equipped with heavy- duty mortise locksets and hydraulic door closers.

 Engineering and installation of custom specialized structural baffles, including an Entryway Glass Door Baffle Module and an insulated Window Acoustic Plug Panel Module.

 Implementation of an independent, whisper-quiet custom low-profile acoustic inline ventilation matrix tightly finished in an aesthetic wrap.

 Infrastructure electrical wiring and data routing using rubber-gasketed floor-base acoustic cable glands to prevent acoustic leakage.

 Painting and surface finishings using high-quality plastic paint.

 Testing, acoustic inspection, and final handover.

 Note: the supplier/contractor shall deliver or use optional materials and specifications rather than what is stated under the scope of the work.

Contractor Requirements

 Minimum of 2–3 years of verifiable experience in modular partition installation, structural interior fit-outs, or light gauge steel structural works.

 Demonstrated technical expertise in executing professional acoustic treatments, interior soundproofing, and mechanical ventilation integration.

 A proven portfolio of similar high-privacy workspace assignments completed for Non- Governmental Organizations (NGOs), international institutions, or modern commercial offices within Ethiopia.

 Availability of qualified structural engineers, acoustic technical experts, and neat finishing craftsmen.

 Valid, renewed commercial business registration license applicable under Ethiopian law for finishing, interior design, fabrication, or construction works.

 Taxpayer Identification Number (TIN) and Value Added Tax (VAT) registration certificates. 

Critical Financial, Legal, and Operational Mandates

 No Obligation to Accept: NCO is under no obligation to accept the lowest bid or any specific proposal, and reserves the right to reject any or all bids if a better technical or financial offer is identified in any case.

 Advance Payment Restrictions: NCO will not pay any advance payments to the winning contractor unless it is explicitly approved by the donor. Bidders must be financially capable of executing initial project phases according to their proposed implementation schedule.

 Contractual Framework: The main project operations, deliverables, timelines, and financial disbursements are fully conditional upon, and governed by, a binding formal contractual agreement executed between NCO and the contractor.

Proposal Submission Requirements

Bidders must strictly adhere to the Two-Envelope Submission Rule. Proposals must be compiled into two separate sections:

1. Section A: Technical Proposal: Must include the implementation methodology, material brands, spatial mapping compliance, team CVs, company profile, portfolio of similar work, and work plan timeline. This section must strictly exclude any financial figures, unit prices, or total costs.

2. Section B: Financial Proposal: Must utilize the official multi-option Procurement Bill of Quantities (BOQ) Matrix provided in the application formats.
