Invitation to Bid to Consultancy Service for comprehensive gender analysis assessment.

Oxfam GB is a UK based International Humanitarian and Development Organization working in Ethiopia since 1960s. We are looking for proficient clients for comprehensive gender analysis. Thus, Oxfam GB is issuing this request to tender to invite all legitimate service providers with relevant experience to take part in this tender.

Oxfam in Ethiopia implements advocacy, humanitarian and development projects across three pillars: gender justice and protection, economic and climate justice, humanitarian Response and Resilience. One of Oxfam's corporate priorities is to address gender inequality through every aspect of our work. Thus, the OiE seeks to engage a consultant to conduct a comprehensive gender analysis that allows us to understand how poverty affects men. women, boys and girls differently, and the differences between poor men's and women's needs and concerns.

The purpose of conducting a comprehensive gender

analysis is to identify the specific aspects of gender relations. and inequalities that are present in the programme context. and to examine their implications for programme design and implementation. It should explore the following areas:

Identify gender gaps, constraints, and opportunities within agriculture, resilience, and nutrition sectors.

• The barriers that unequal gender relations present to women's development.
• The different skills. capacities and aspirations of women and men.
• The division of labour: men's and women's different activities, and their access to and control of resources.
• Inform the integration of gender-responsive and gender- transformative strategies in the AICS RESILIENT project.

The key tasks, scopes and deliverables required for this assessment and the essential requirements are clearly stated in the TOR. Interested service providers are invited to collect the TOR documents from Oxfam in Ethiopia, which is in the address below starting from May 21, 2026. Consultants are required to carefully read through the TOR documents and return their responses on or before May 28,2026, at 4:30 p.m. This invitation to RFQ has been issued for the sole purpose of obtaining offers for the supply of services against the specification contained within the TOR. OXFAM reserves the right not to enter or award a contract as result of this invitation to tender. OXFAM also reserves the right to terminate any contract issued because of this invitation to tender as set out in the contract terms and conditions.
