Consultant has to submit other documents proofing its financial standing, as required in the BDS Clause 15.2(b);

Consultant does have nationality in accordance with ITC Sub-Clause 4.2;

In case of Partnerships, Consortium or Joint Ventures, the Consultant to submit a separate Beneficial Ownership Disclosure Form for each member on the following ways

1)     Directly or indirectly holding 10% or more of the shares.

2)     Directly or indirectly holding 10% or more of the Voting Rights or

3)     Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the consultant or

4)     Whether a person directly or indirectly exercises significant influence or control over the Company (tenderer)

 In the case of a Bid Proposal submitted by a partnerships, consortium, or joint ventures, the Consultant has to submit the Form Data on partnerships, consortium, or joint ventures, the Agreement governing the formation of partnerships, consortium, or joint ventures, or letter of intent to form JV, including a draft agreement, in accordance with ITC Clause 4.1

Domestic Consultant has to submit a valid tax clearance certificate issued by the tax authority, in accordance with ITC Clause 4.5(b) (iii);

  Domestic Consultant has to submit VAT registration certificate issued by the tax authority in accordance with ITC Clause 4. 5(b)(ii);

Consultant has to submit valid business license indicating the stream of business in which the Consultant is engaged, in accordance with ITC Clause 4.5(b) (i);

Consultant is found to have a conflict of interest as described in ITC Clause 5;

Consultant has to submit relevant professional practice certificates, if required in BDS Clause 4.5(b) (iv);

Consultant has to provide in the Consultant Certification of Compliance Form information related to its professional qualification and capability for the period specified in the BDS Clause 14.1; 

Consultant has to provide in the Consultant Certification of Compliance Form the Team Skill Matrix identifying the skills that are relevant to the role in the contract team and are required for successful execution of the contract; 

 Consultant has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff.

The bidder should use recent frameworks for the ESTI portal development

The bidder must create a web design that is responsive to different devices and screen sizes.

It is expected that the bidder will implement

functionality for user registration and authentication within the portal.

Backup should be taken every day. Compatibility with Multiple Browsers

Incorporate a powerful search feature that allows users to find relevant

content within the portal. Implement advanced search filters, keyword-based searching, and efficient indexing of content.

Structure the portal's content logically and create

intuitive navigation menus to help users easily explore and access information. Use categories, tags,

and hierarchical structures to organize content effectively

Enable the inclusion of multimedia content such as images, videos, and

audio to enhance the user experience. Ensure compatibility with popular formats and provide

appropriate optimization for fast loading and seamless playback.

Integrate with external data sources or APIs to provide real-time

information or interactive features. This may include accessing scientific databases, and research

papers, or integrating with tools and services related to the STI domain.

Integrate analytics tools to gather insights into user behavior, content

popularity, and engagement metrics.

The portal shall be designed to support input and display in at

least 2 (two) languages, English and Amharic, and adhere to accessibility standards, making it

usable by individuals with disabilities

Implement robust security measures to protect user data, prevent

unauthorized access, and safeguard against common web vulnerabilities. This includes but is not

limited to secure communication protocols (HTTPS), encryption, input validation, and protection

against potential attacks like cross-site scripting (XSS) or SQL injection.

Apply performance optimization techniques, such as caching,

modification, compression, and responsive image handling. Optimize database queries, utilize

asynchronous processing, and employ content delivery networks (CDNs) to improve loading times.

The portal should seamlessly integrate popular video, chat platforms including Google

meet, zoom, Microsoft teams to provide users with familiar and reliable communication experience.

Enable External users to create account, login, upload documents and submit their application

Enable External users to track their application

 Utilize modern, secure, and scalable frameworks and technologies.

 Ensure responsive web design for multiple devices and screen sizes.

 Provide robust user registration, authentication, and authorization features.

 Implement advanced search capabilities with filtering and indexing.

 Support multimedia content (images, videos, audio) with proper optimization.

 Integrate external APIs and data sources for real-time updates and interactivity.

 Include analytics for tracking user engagement and content effectiveness.

 Follow strict security protocols: HTTPS, encryption, input validation, and protection against

common vulnerabilities (XSS, SQL injection).

 Optimize performance: caching, minification, asynchronous processing, and CDN usage.

 Daily backups and compatibility across major browsers.

Consultant has to provide in the Consultant Certification of Compliance Form information about major relevant contracts successfully completed in the number and period specified in the BDS;

 Consultant has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3;

 Consultant has to complete its Technical Proposal, Form in accordance with Terms of Reference presented as per template in Section 6;
