Ethiopian Civil Aviation Authority: Procurement of Building Renovation and Maintenance Work

The peak annual turnover within the last 5 [insert number of years] years must be a minimum of Birr 30,000,000 (thirty million ETB). A copy of the Audit Report is to be included in the Technical Proposal, while the Original Audit Report should be presented in a separate sealed envelope to be returned to the bidder after evaluation. Renewed License and Professional Certificate of the Certified External Auditor should be presented. Bidders must present Certificates/Evidences/Notifications of Annual Tax Payment letter issued by ERCA or their respective Ministry or Bureau of Finance and Economic Development, or the Federal Revenue Agency.

Attach Final or Interim Payment Certificates as supporting evidence of the annual incomes. Payment Certificates shall show the date of issue. Proof of actual payment shall be presented.

Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past five years (2013-2017), to demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability. External auditors and the revenue authority.

The bidder shall clearly demonstrate the methodology, strategy, and approach to carry out construction, work schedule, site visit report, safety and environmental measures to be followed during construction, and special and subcontract works

The Bidder must demonstrate access to, or availability of, working capital specifically for this project, amounting to Ethiopian Birr 15,000,000.00 (Fifteen Million) in the form of an unconditional credit facility or Bank overdraft facility from an accredited bank or cash on hand, other than any contractual advance payment to meet cash flow requirements 

Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).

The bidder must attach a power of attorney for the person assigned to sign the bid document with its technical document; failure to do so will result in rejection of the bid.

Bidder must submit a signed and sealed bid submission sheet with its technical and financial documents; failure to do so will result in the rejection of the bid.

The bidder must attach the anti-bribery pledge form with its technical proposal; failure to attach it with the technical document will result in the rejection of the bid.

Having submitted a valid Certificate of Competence from the mandated Federal public body or Regional State Public Body where the project is found in accordance with ITB Clause 4.5 (b) (iv) of Category GC/BC GRADE – III.

Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

Compliance with conditions of ITB Clause 4.4.

Bidder has to submit a valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

Bidder has to submit a business organization registration certificate in accordance with ITB Clause 4.5(c).

Bidder does have nationality in accordance with ITB Clause 4.2.

Bidder is found to have a conflict of interest as described in ITB Clause 6.

Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3;

Among the staff mentioned in Sub-Clause 2.1, the Bidder must demonstrate that it will have the personnel for the key positions that meet the following requirements;

The bidder must have suitable qualified personnel fulfilling the minimum required experience to fill the following positions. The following six points should be fulfilled.

 1. Curriculum Vitae (CV) of all personnel must be presented using only the Format Provided.

2. Copies of educational testimonies should be attached.

3. Previous work experiences approved by previous employers should be attached

4. General experience should be clearly supported by Similar/specific work experience.

5. Professional Licence/practicing professional licence for Construction Professionals, valid for the year 2018 Eth. Cal. (2025/2026 G.C)

6. Valid Employment Agreement and tax-paid payroll between the staff and the Contractor confirmed by the respective government unit.

The evaluation points gained by an individual can only be awarded IF, AND ONLY IF, the above six requirements are fulfilled for that individual.

Note: 1. The CVs must include the current contact address, mobile phone number of the staff, and all staff members should sign their CVs submitted by the staff members and by an authorized person using the attached formats with this document; Legal employment agreement shall be attached otherwise the point will be zero

2. Educational testimonials and professional licenses should be attached and renewed, respectively, for all staff members signed for the site; otherwise, the point will be zero.

If the CV of one professional is obtained in two or more bidding documents except the one accepted by the professional, the rest will be disqualified from the bidding process.

For JV, the key personal requirement must be met by each partner unless rejected.

The Bidder has successfully participated in Contractor, Subcontractor, and Joint Venture at least One Contract of a similar nature and complexity Construction Project within the last ten (10) years (2008-2018) EC, with a value of at least ETB: 100,000,000.00 (Two hundred forty-five million birr) that have been successfully and substantially (70%) completed. Or

At least two construction projects of a similar nature and complexity having a value of equivalent of 50,00,000.00 ( Fifty million) that have been successfully and substantially (70%) completed. (The attached evidence must have information such as the date of signing of the contract, commencement date, month, and year, executed work status confirmed by the payment certificate, and total project costs. Only testimonies from government bodies, well-known NGOs at the national level, and public development associations will be accepted. Testimonials from private companies/ organization/ will not be accepted/considered.

All pending litigation shall in total not represent more than 5% [insert required percent] percent of the Bidder’s net worth and shall be treated as resolved against the Bidder

Non-performance of a contract did not occur within the last three years prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted

For Local Bidders: A minimum of 2 years of general Experience in the field of Construction.
