IFB Title-Rehabilitation Of Agricultural Research Centre Building Project National Competitive Bidding (NCB)

IFB No: NCB/SWPRS/PLLACB/BREFONS/Works/04/2026.

1. The SWEPRS Pastoral and Lowland area Affairs Bureau through the Government of Ethiopia has received Loan from African Development Bank (AfDB) toward the cost of Infrastructure Development and it intends to apply part of funds to cover eligible payments under the contract for Rehabilitation of Bonga Agricultural Research Centre Modio Research Sub-Station building in the SWEPR.

2. SWEPRS Pastoral and Lowland area Affairs Bureau now invites sealed bids from eligible bidders For GC/BC -5 and above and for contractor with license renewed for the year 2018 E.C, Valid tax clearance certificate, Certificate of Competence, VAT registration certificate and TIN Certificate.

3. Bidders are strongly advised to visit the project construction site before submitting their proposals.

4. Bidders instructed to submit wax sealed envelope of "ONE ORIGINAL" AND "TWO COPIES of the technical and financial document. For both documents put in different folder with one mother folder.

5. Firms who have ongoing contracts with the bureau or other regional bureaus have to demonstrate that they have 70% or more contraction progress generally with no delay or termination notifications and practical terminations, otherwise will be rejected.

6. Bidding will be conducted through National Competitive Bidding (NCB) Guidelines and is open to as specified in the African Development Bank's Gui all bidders from eligible source countries as defined in the Guidelines.

7. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Goods or Procurement of Works.

8. Bid must be accompanied by bid security of ETB 400,000.00 (Four Hundred Thousand Birr) in the form of Unconditional Bank Guarantee, CPO (Certified Payment Order) and shall remain Valid for 120 (One Hundred twenty) days.

9. A complete set of bidding documents may be purchased by interested bidders upon payment of a non-refundable fee of ETB 1000.00 (One Thousand Birr) in account number CBE 1000454234638 S/W/E/P/R/S/P/L/A/A Bureau for the project or in other equivalent and freely convertible currency starting from the first appearance of this advertisement on Ethiopian Herald Newspaper for 28 calendar days from the project office at Bonga. The final submission date and opening of the proposal will be on 28th date of this announcement at 8:00 & 8:30 local time respectively. If the 28th day is not working date it will be held on next working day.

10. Late bids will be rejected. 

11. Bids will be opened in the presence of bidders' representatives who choose to attend at SWEPRS Pastoral and Lowland area Affairs BREFONS project Coordination Unit office, (Bonga).

12. The SWEPRS Pastoral and Lowland area Affairs Bureau reserves the right to re to reject all or part of the bid.
