The FDRE Ministry of Agriculture has received financing from the World Bank towards the cost of Livestock MRV Capacity building grant activities implementation (P151294), and intends to apply part of the proceeds for Individual Consulting service of Lead GHG MRV Specialist for Capacity Building Training on Livestock GHG Measurement, Reporting, and Verification (MRV) Methodology and Scientific Principles for Federal and Regional Stakeholders.

The objective of this individual consultancy service is to profoundly enhance the technical expertise and operational capabilities of professionals from key stakeholder institutions in the livestock sector (including MOA, ESS, OBOA, ORCU, EIAR, OARI, LFSDP-PIU) in Greenhouse Gas (GHG) emission monitoring, reporting, and verification (MRV) systems, with a specific emphasis on the scientific and methodological foundations.

The following specific tasks are expected from the individual consultant; specifically:

  • To conceptualize and develop scientifically robust content for technical capacity building, specifically focused on advanced livestock GHG MRV, prioritizing the application of IPCC Tier 2 approaches and sophisticated analytical techniques.
  • To prepare comprehensive training materials, encompassing advanced guidelines on GHG tracking, rigorous uncertainty analysis, and standardized reporting frameworks, meticulously tailored to the Oromia context and the BioCF ISFL's specific technical requirements.
  • To deliver the components of two consecutive five-day intensive workshops, ensuring participants attain a profound understanding of complex emission quantification methodologies
  • To equip participants with critical thinking skills to identify, analyze, and propose solutions for data gaps in Ethiopia's livestock GHG inventory, particularly regarding enteric fermentation.

Duration of the Service

The individual consultant will be required to complete the services within 35 days from the date of the effectiveness of the contract.

Qualification and Experience

Education

A Master of Science (MSc) degree in Livestock Science, Environmental Science, Agricultural Engineering, Other related disciplines with a clear focus on quantitative analysis and climate science Preferred Qualification: A Ph.D. is highly preferred, indicating a deeper level specialized knowledge in relevant scientific fields.

Experience

Individual consultant must demonstrate substantial and advanced expertise across the following areas for at least 15 years:

  • Substantial and advanced expertise in GHG emissions tracking, with a particular emphasis on the agricultural and livestock sectors, from a scientific and methodological perspective.
  • Proven capability in measuring, scientifically modeling, and rigorously analyzing emission intensity using advanced methodologies including the development and adaptation of country-specific emission factors.
  • A profound understanding of the underlying scientific principles, uncertainties (statistical and systemic), and advanced technologies involved in complex GHG assessment within livestock systems.

The Consultant will be hired as individual local consultant with relevant qualification and experience for the assignment.
