1. Bidding will be conducted through the National Competitive Open Bidding (NCB) procedure as specified in the Regional Government Public Procurement Directive and is open to all eligible bidders.

2. Companies who can participate in the bid must have Grade-4 and below contractors' License, VAT Certificate, Tax Clearance certificate valid for the bid submission deadline, registration certificate as contractors in the list of PPA. Documents evidencing these requirements must be submitted together with the bid documents for evaluation purposes.

3. One bidder cannot participate in more than two bids/packages

4. Bidders who are engaged in any construction work contracts with the bureau can participate in the bid if and only if the bureau provides them with performance evidence letter disclosing 70% performance and above completed.

5. Bidders can purchase the bid documents from Sidama Region Road Development and Transport Bureau, Finance Department, first floor, upon payment of a non-refundable fee of ETB 1500 (one Thousand five hundred Ethiopian Birr).

6. The bid documents comprising one original and three copies of the technical and financial proposal should be submitted in two envelopes separately, the first envelope leveled as "TECHNICAL PROPOSAL" and the second envelope "FINANCIAL PROPOSAL" and the two envelopes sealed in another outer envelope.

7. Bids must be delivered to the address below on or before the 10th calendar day starting from notice on the newspaper at 6:00 O'clock Local time (Mid-day). If the 10th day is not a working day the bid submission will be on the next working day. At the same time. The envelopes will be opened at 2:00 PM, the same date, in the presence of bidders/representatives who choose to attend in Sidama Region Road Development and Transport Bureau, 1st floor. (10 days are calendar days).

8. Each bid must be accompanied by a bid security ETB 100,000 (One hundred thousand Ethiopian Birr) and this bid security shall remain in force up to [90+28 days] in the form of Certified Cheque, Cashier's Payment Order (C.P.O.) or Unconditional Bank Guarantee issued by recognized by local bank.

9. Bids shall be valid for [90] days after bid opening date.

10. Interested bidders may obtain further information at the address below from 8:30 AM to 12:30 PM and 1:30 PM to 5:30 PM, 5 days before the submission deadline.

11. Sidama Region Road Development and Transport Bureau reserves the right to reject any or all bids.
