The Benishangul-Gumuz Regional State, through Mandura Woreda Finance and Economic Development office, intends to construct new Women and Girls Safe Space (WGSS) and Market Shade Space for beneficiaries at Mandura woreda center under (Lot-01) for the 2018 E.C. or (2026/2027 G.C) fiscal year. The construction will be fully funded by the contractor, and the project will be awarded through competitive bidding process. Therefore, eligible bidders with valid construction licenses are invited to submit their price offers.

Bid Document Collection:

Interested bidders can obtain the bid document (BOQ & Drawings) from Mandura Woreda Finance and Economic Development Office No. 04 at G/Beles town upon payment of a non-refundable fee of ETB 500 (Five Hundred Birr) during working hours starting from the date of this announcement.

Bid Submission:

Completed bid documents must be submitted in a sealed envelope in to the Tender Box located at the Mandura Woreda Finance and Economic Development Office, within 10 (ten) consecutive or calendar days starting from the date of this announcement. The bid will be opened on the 11th day morning at 4:30 local time in the presence of bidders or their legal representatives at Mandura Woreda Finance and Economic Development Office No. 01 at G/Beles town.

If the 11th day is a public holiday or weekend, the bid will be opened on the next working day at the same venue and time.

Bidders must submit their bid documents in a sealed envelope and deposit them in the Tender Box located at Mandura Woreda Finance and Economic Development Office.

 Bidder Requirements:

1. Valid Construction License: Bidders must possess a valid construction license and provide proof of tax payment for the current year.

2. Registration: Bidders must present a Trade License (TIN) and VAT Registration Certificate and necessary requirements/qualifications/.

3. To participate in the tender: Bidders must possess a valid construction license of GC/BC-5 level or above.

4. The winning bidder must be capable of completing the work within the specified quality standards, agreed timeframe, and in accordance with the contract terms.

5. In the prepared bid document, both the unit price and total price must be clearly and accurately filled out without any alterations.

6. If bidders are represented by an agent, they must bring and submit a legal authorization letter as proof of representation when collecting the tender documents.

7. Experience: Bidders must demonstrate sufficient experience in the field and provide evidence of their work experience and satisfactory performance in similar projects within the local community or other proper sector during the 2017 fiscal year.

8. Bid Security: A bid security of ETB 500,000 (Five Hundred Thousand Birr) in the form of a CPO (Certified Payment Order) must be submitted along with the bid document.

9. Performance Bond: The winning bidder must provide a performance bond guarantee equivalent to 10% of the total contract value.

10. Technical and Financial Documents: Bidders must submit 1 original and 2 copy of both technical and financial documents separately in sealed mother envelopes.

11. Limit on Awards: A bidder can participate in multiple woredas under the 3R-4- CACE Project area in the region but can only be awarded one lot.

12. Late submissions will not be accepted.

13. Our office reserves the right to fully or partially cancel the tender if a better alternative is found.

Additional Notes:

• Bidders must consider and include cost for providing Personal Protective Equipment (PPE) such as boots, helmets, gloves, goggles, and uniforms for workers in their bid price.
