1. Bid Invitation for improved pit latrine development works in Bensa Woreda

Ripple Effect International Ethiopia (REIE) is a registered and licensed Foreign Charity. REI was established in March 2006 and works to see a rural Ethiopia that is confident, thriving, and sustainable, with a growing economy and higher living standards for all.

REI has planned to construct improved pit latrine in three (3) targeted kebele Namely Bensa Ware, Murago and Sagara Kebele of the Sidama Region Eastern Sidama Zone, Bensa woreda to household level uses. The source for this project was the Starbucks Foundation.

Interested bidders who fulfilled the listed requirements are invited to apply for the following bid.

Lot one: Improved pit latrine bid (For targeted three kebele)

Criteria for the bid:

1. Legal documents

• Renewed Business License GC-5 and above.
• VAT Registration Certificate.
• TIN
• Trade registration
• Tax clearance certificate
• Renewed professional practice certificate.

2. Technical documents

• Company profile & key personnel CVs.
• Work methodology and implementation plan.
• Detailed work schedule (Gantt chart preferred).
• Site visit confirmation letter from the respective Kebele office.
• Bidders must submit at least 2% of the total bid price for bid security in the form of CPO only.
• At least two and above similar work experiences.
• At least two final and one retention certificate, two provisional project hand over documents.
• Contract Agreements for at least two similar past projects.
• Bidders can get priceless bid documents from Daye town, Ripple Effect Ethiopia Bensa Daye project office 50 meters away from the area of the Bensa high court to get bid documents.
  During submission of bid, bidders submit one original and one copy of their technical and financial documents in a separate sealed envelope to the Bensa Daye project office.
• Note that, original CPO for bid security (amounting to 2% of the total bid price) should be included in the financial document envelope.
• Clearly indicate the Lot number and kebele in which the pit latrine will be implemented.

3. Financial Documents

• Priced Bill of Quantities (BOQ) must be filled out by the bill of quantity document provided by the organization only.
• The financial document envelope includes original 2% CPO

4. Bid submission period and opening date

• Bid documents will be purchased between June 02, 2026, and June 10, 2026, at 4:00 PM EAT (Local Time). The deadline for submission is June 10, 2026, at 4:00 PM EAT sharp.
• Bid Opening: The bid opening ceremony will be held publicly on June 10, 2026, at 4:30 PM EAT local time at the Bensa Daye Project Office at the presence of interested bidders/official representatives.

5. Bidder awarding methods

• The only bidders who score 70% and above by technical evaluation will be considered for financial evaluation.
• The financial evaluation will be based on Quality and Engineering Cost estimation Based selection /QCBS/ method as per indicated on the bid documents and evaluated out of 30%.
• The bidder who will score highest by sum of both technical and financial score will be awarded.
• The winning bidder should submit unconditional performance and advance bonds before signing the contract.

8. Clarification request deadline

• All requests for clarification must be submitted in writing to the contact emails above by June 05, 2026.

9. Bidding organization rights

• This invitation to bid does not constitute a commitment by REI to award a contract, nor does it commit REI to pay any costs incurred in the preparation or submission of a bid.
• The Organization reserves the right to reject all or part of the bid.
