The FDRE Government of Ethiopia is implementing preparatory activities under the Agriculture Value Chains Development for Productivity, Commercialization and Jobs in Ethiopia (AVC4Jobs) program, which is being designed with support from the World Bank. The AVC4Jobs program aims to enhance Productivity, commercialization, and Job creation across Ethiopia's crop and livestock value chains through innovation, digitalization, and institutional strengthening.
The Ministry intends to apply part of the proceeds of this grant to procure consulting services for Design and National Implementation of the Animal, Animal Product, and by-Product Identification, Movement Control, and Traceability System (AITS).
The main purpose of this assignment is to design, establish, and operationalize a comprehensive National animal, animal product, and by-product identification, premises identification, movement and transfers control, and traceability system (AITS) that enables efficient tracking, monitoring, and management of livestock and livestock-derived products across the value chain in Ethiopia.
The consulting services are expected to produce the following outcomes-
- A tested and validated comprehensive and functional national animal, animal product, and by-product identification and traceability system (AITS) for Ethiopia. (Functional central database and traceability software architecture)
- An integrated digital traceability and movement control database linking producers, premisses, markets, abattoirs, dairy plants, feedlots, and export facilities.
- PPP-based supply and management system for identification devices and supporting ICT infrastructure.
- Enhanced capacity of national and regional institutions for traceability data management, inspection, and enforcement.
- A validated implementation roadmap/strategic plan and a scaling-up strategies, and resource mobilization plans with AITS handbook.
- Strengthened national compliance with international animal health, food safety, and trade standards, enhancing Ethiopia's export competitiveness.

The Ministry of Agriculture now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested consultants should provide information demonstrating that the they have the required qualifications and relevant experience to perform the services.
The short-listing criteria are: core business and years in business, relevant experience,technical and managerial capability of the firm.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016, Revised November 2017 and August 2018, November 2020 and or Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services and July 2016 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
