The FDRE Government of Ethiopia is implementing preparatory activities under the Agriculture Value Chains Development for Productivity, Commercialization and Jobs in Ethiopia (AVC4Jobs) program, which is being designed with support from the World Bank. The AVC4Jobs program aims to enhance Productivity, commercialization, and Job creation across Ethiopia's crop and livestock value chains through innovation, digitalization, and institutional strengthening.
The Ministry intends to apply part of the proceeds of this grant to procure consulting services for Digitizing the Livestock Sector through building a robust and holistic Livestock Information System (LIS-II).
The main objective of the consultancy service will be to design a holistic and robust Livestock Information System (LIS-II) as a foundational component of Ethiopia's Agri-Stack. The LIS-II will establish core registries for livestock population, livestock farms, production, health, genetics and biosecurity and other key livestock to enhance digital services such as advisory, market, and input management, and improve data integration and information flows across the livestock ecosystem. By providing accurate, timely, and interoperable data, the system will support evidence-based decision-making, enhance service delivery to farmers and pastoralists, and strengthen the national digital agriculture framework for sustainable growth and innovation.
The consulting services ("the Services") include a comprehensive analysis:
- Upgrade Livestock Information system (LIS) by expanding the existing scope and functionality
- Cascading Standards to the Last Mile
- Develop and publish Data Standard Volume 2, expanding technical protocols to include additional species such as poultry and equines, and farms
- Actualize LIS Livestock governance institutionalization
- In-depth capacity building to effectively use the LIS
- Enhancing livestock marketing through supporting National Livestock Information system (NLMIS)
- Digitizing livestock farming system
- Regional Training on Data use

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016, Revised November 2017 and August 2018, November 2020 and or Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services July 2016 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
