INVITATION TO PARTICIPATE IN THE ARCHITECTURAL DESIGN COMPETITION
FOR GADAA BANK HEADQUARTERS HIGH-RISE BUILDING
(National competitive Bid)

Gadaa Bank S.C. hereby invites qualified and interested Architectural and Engineering Category-1 Consulting Firms registered and nationally licensed by the appropriate government authority to participate in a national, single-stage, open architectural design competition at preliminary level for the proposed G+25 Headquarters High-Rise Building Project.

 The Bank intends to develop a landmark headquarters building that reflects its corporate vision, operational requirements, cultural identity, and future growth aspirations. The proposed development is expected to serve as a modern financial center and an iconic addition to the urban skyline.

Interested Category- I Consulting Architect and Engineers (CAE) either Ethiopian or Foreign design firms licensed in Ethiopia and registered with the Ministry of Urban and Infrastructure Development or the Addis Ababa City Administration are invited to register & purchase the Terms of Reference (TOR) with ETB 2,000.00 (Two thousand only) which shall be effected at the Bank's Odaa branch found at Mexico area on K.Kare Center by providing full contact address & presenting valid legal commercial documents listed below starting from 4th June 2026 morning 8:00 a.m.

1. Competition Objective

The objective of the competition is to obtain innovative, functional, sustainable, and iconic architectural design concepts that will:

• Represent the vision, values, and corporate image of Gadaa Bank S.C.;
• Create a distinctive landmark building of international standard;
• Provide efficient and flexible banking and office spaces; Integrate sustainable and environmentally responsible design principles;
• Ensure constructability, operational efficiency, and long- term value.

2. Eligibility Requirements

The competitors who can submit the copies of the following documents (listed below) accompanied by the original copies for cross-checking are eligible to purchase the Terms of References (TOR) & participate in the competition.

1. Commercial Registration Certificate.

2. Business license(s) renewed for 2018 Eth. Cal.

3. Taxpayer Registration Certificate.

4. Business Name Registration Certificate, if any.

5. Value-added Tax Registration Certificate.

6. Tax Clearance Certificate for 2017 Eth. Cal.

7. Certificate of Compliance issued by Construction Bureau of A.A City Administration valid for the year 2018 Eth. Cal.

8. Litigation history, if any.

9. Power of attorney.

10. Have no record of suspension or debarment from participating in public or private consultancy services.

3. Competition Documents

The Competition Brief. Terms of Reference (TOR), Design Requirements, Submission Guidelines, Evaluation Criteria, and related documents shall be provided to eligible firms upon registration.

Participants shall prepare and submit design proposals according to Terms of reference (TOR) requirements.

4. Evaluation Process

Submitted proposals will be evaluated by independent Jury Panel appointed by Gadaa Bank S.C. based on predefined evaluation criteria.

The evaluation and selection methods of the building design will be a Quality-based selection (QBS). The scope of the consultancy service has two (2) phases: the first phase is the preparation of preliminary Architectural design (as a means of selecting the best Architectural design). The second phase is the development of the final design of all architectural and engineering works including Cost estimate and bid document preparation for construction as well as contract administration and on-site supervision.

5. Submission of Proposals

Eligible consultants are required to submit their technical design proposals in accordance with the requirements and schedule specified in the Competition Brief.

Submission Deadline: July 23, 2026. Late submissions shall not be accepted.
