Transport & Road Development Bureau of the Central Ethiopia Regional State wants to hire a qualified domestic contractor to completely build three trial bridges under "Package 4."

SECOND NOTICE FOR NATIONAL COMPETITIVE BIDDERS

1. The Government of the Central Ethiopia Regional State, represented by Transport & Road Development Bureau, has allocated budget towards the cost of TRIAL BRIDGE CONSTRUCTION of the following package and intends to apply part of the proceeds to eligible payments (with Procurement Ref No. T/B/&SP/S/C/P/002/2026.

2. The PACKAGE TRIAL BRIDGE CONSTRUCTION PROJECTS are located in Central Ethiopia Regional State, The Project names and distance's approximately from Welkite listed as shown below.

The Service to be, executed under the contract consists of but are not limited to the Trial Bridge Construction Projects, The duration of the Work for construction 60 Calendar days (2 Months).

3. The Transport & Road Development Bureau now invites bidders to submit sealed bids for providing the necessary Key professional staff and Machineries for the Construction of this road projects.

4. Interested bidders shall submit the following evidence:

• Certificate of registration from Ethiopian Construction Authority or other appropriate regional bureaus with relevant Categories GC-4 or RC4 and below renewed for at least 2018 EFY; and other appropriate documentary evidences demonstrating the bidder's compliance, which shall include:-
• Valid trading license renewed for 2018 E.C,
•  Commercial Registration Certificate,
• Tax Clearance Certificate, which states that the bidder can participate in public tender, valid at bid submission date,
•  VAT registration certificate, and
• Evidence of/Being/ Registered Supplier under Public Procurement and Property Administration Agency (PPPAA).
• Failure to submit any of the aforementioned documents may result in the rejection of the Bidder's proposal.

5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the Bidding Document.

6. Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 A.M. to 12:30 P.M. and 1:30 P.M. to5:30 P.M. from Monday to Thursday and 8:30 A.M. to 11:30 A.M. and 1:30 P.M. to5:30 P.M. on Friday. A complete set of bidding document prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 500.00 (ETB Five Hundred Only) the method of payment shall be in direct deposit to Central Ethiopia Transport and Road Development Bureau account in the Commercial Bank of Ethiopia -through Account No 1000572922417. Effective as of 20 successive calendar days starting from the first notification of this advertisement on the Newspaper.

The final submission date and opening of the proposal will be on the 21st date of this announcement on the Ethiopian Herald at 2:00PM & 2:30 PM respectively. If the 21st date is not a working day, it will be held on the next working days at same time. The method of payment shall be in cash.

7. Bidders shall submit In addition to the original of the Bid Proposal, the number of copies required is:

Two (2) Copies of the Technical Proposal and One Original Technical Proposal

Two (2) Copies of the Financial Proposal; and One Original Financial Proposal Shall be Sealed Separately (Two Seals) and all envelopes containing the original and the copies shall be sealed in another outer envelope clearly marked "Financial Proposal."

8. Bids must be delivered to the above address on or before 2:00 PM of the above said date. All bids must be accompanied by a bid security of ETB 100,000.00 (ETB One Hundred Thousand). In form of Unconditional Bank guaranty or CPO Late bids will be rejected. Qualification information and Bid security of the bidders will be opened in the presence of bidders/bidders' representatives who choose to attend at Transport & Road Development Bureau Conference Room Ground Floor, on the final date and time of bid submission as stated above.
