Space Science and Geospatial Institute: Procurement of Building Renovation and Maintenance Work

Submission of audited balance sheets and other financial statements as required in the BDS Clause 17, for the past Five Year demonstrate the current soundness of the Bidder's financial position and its prospective long-term profitability.

The Peak annual turnover calculated as total certified construction work payments received for contracts in progress or completed within the past Five years.

The peak annual turnover within the last 5 [insert number of years] years must be a minimum of Birr 120,000,000.00 (One Hundred Twenty Million ETB) Copy of the Audit Report is to be included in the Technical

The Bidder must demonstrate access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: ETB 50,000,000.00 (Fifty Million Birr) in the form of Bank overdraft facility from accredited bank.

Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i);

 Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii).

 Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).;

Compliance with conditions of ITB Clause 4.4.

Bidder is found to have a conflict of interest as described in ITB Clause 6;

Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c).

Bidder has to demonstrate in its Technical Proposal that it will have the personnel for the key positions that meet requirements 

The bidder must have suitable qualified personnel fulfilling the minimum required experiences to fill the following positions. The following six points shall be fulfilled.

 1. Curriculum Vitae (CV) of all the personnel must be presented using only the Format Provided.

2. Copies of educational testimonies shall be attached.

3. Previous work experiences approved by previous employers shall be attached.

4. General experience should be clearly supported by Similar/specific work experience.

5. Renewed Professional License (valid for the year 2018 E.C)

6. Valid Employment Agreement and tax paid payroll between the staff and the Contractor confirmed by the respective government unit.

The evaluation points gained by an individual can only be awarded IF, AND ONLY IF, the above six requirements are fulfilled for that individual.

For all professionals, Overlapped Year of Experience Cause for disqualification for the assigned Position Or No Point Shall be given.

Note: 1. The CVs must include current contact address, mobile phone number of the staffs, all the assigned staffs Shall Sign on their CVs submitted by themselves and by Authorized person of the Bidder using the attached formats in this document; Legal employment agreement shall be attached otherwise No Point shall be given.

2. Educational testimonials and professional license shall be attached. The Professional License shall be renewed respectively to all staff member signed for site; otherwise the point will be zero.

• If CV of one professional obtained in two or more bidders bidding document; except the one accepted by the professional, the rest of the bidders will be automatically disqualified from the bidding process.

All pending litigation shall in total not represent more than percent of the Bidder’s net worth and shall be treated as resolved against the Bidder.

Non-performance of a contract did not occur within the last prior to the deadline for Bid submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the bidder have been exhausted

The contractor Should provide to the minimum of the plant and equipment listed on Evaluation of the Technical Proposal below:

* Renewed Ownership Certificate / Libre (For Both Owned or Leased Equipment)

* Lease / Rental Agreement (if)

* Renewed Trade License of the Leasing Company (if)

* Renewed Competency Certificate of the Leasing Company (if)

For the Required Equipment for the implementation of this Contract:

1.     Renewed (For the Year 2018 E.C.) Trade license as well as ownership Certificates / Libres shall be attached

2.     (If Equipment is Not Owned by the Bidder) Valid Lease or Rental Agreement shall be Attached with all the necessary Attachments like Lessors Renewed (For the Year 2018 E.C.) Trade License, Ownership Certificates / Libres of the Equipment

3.     All Equipment Ownership / Libres shall be renewed (For the year of 2018 E.C.)

4.     All the Listed Equipment and Machineries in the requirement shall be seen in the schedule and be available on site during construction.

Note:  The equipment listed in the table above of this section in indicative of the minimum requirements and are to be used for evaluation purpose of the bid only. The selected bidder will be obliged to deploy all the required equipment and any other equipment not mentioned herein, which might be needed for emergency or which might be determined necessary for the proper execution of any part of the contract.

The Bidder has Successful Experience as a prime contractor in the execution of;

1. At least One project with Contract Value of ETB 200,000,000.00 (Two hundred million birr) or above with a Nature of a Construction of Building Project Comprising Finishing & Site Works in the last ten Years. The Project has to be fully Completed or Substantially (at least 70%) Completed.

Or

2. At Least Three Projects of Each Having a Contract Value of ETB 67,000,000.00 (Sixty seven Million Birr) or Above with a Nature of a Construction of Building Project Comprising Finishing & Site Works in the last ten years. All the Projects has to be fully Completed.

 (The attached evidence must have information such as Date, month and year in which the work is executed, total project costs, Description of the Major Activities of the Works Executed). Only testimonies from government bodies, well known NGOs in national level and public development associations will be accepted. Testimonials from private companies/ organization/ shall not be accepted/considered.
