Request for Proposals (RFP) for Stakeholder Mapping. Analysis, and Partnership Engagement for Health Entrepreneurship and Local Knowledge Integration in Primary Health Care (PHC) in Ethiopia.

1. Background

Primary Health Care (PHC) is the foundation of the Ethiopian health system and a central pillar for achieving equitable access to essential health services, particularly for rural and underserved populations. Integrating local and indigenous knowledge systems-including traditional practices, community beliefs, and context-specific innovation-into PHC can enhance cultural relevance, community ownership, service utilization, and sustainability of health interventions.

In parallel, Ethiopia is witnessing a growing health entrepreneurship ecosystem that plays a critical role in addressing health system challenges through innovation, enterprise development, and job creation. Strengthening coordination among health entrepreneurship actors-government, academia, private sector, development partners, civil society, innovators, and communities- is essential to unlock synergies, improve impact, and advance national health and development priorities.

The Africa Health Collaborative-Addis Ababa University (AHC- AAU), with support from MasterCard Foundation, is implementing initiatives aligned with national strategies and the Sustainable Development Goals (SDGs), focusing on health employment, health entrepreneurship, and health ecosystems. To support these efforts, a comprehensive national stakeholder mapping, analysis, and partnership engagement process is required, covering both (i) integration of local knowledge into PHC services and (ii) strengthening the health entrepreneurship ecosystem. For this purpose, AHC-AAU Project seeks to hire a consulting firm for Stakeholder Mapping, Analysis, and Partnership Engagement for Health Entrepreneurship and Local Knowledge Integration in Primary Health Care (PHC) in Ethiopia.

2. Objectives of the Assignment

Overall Objective

To conduct a comprehensive mapping and analysis of stakeholders involved in health entrepreneurship and the integration of local knowledge into PHC services in Ethiopia, and to design and facilitate inclusive partnership and engagement mechanisms that strengthen coordination, collaboration, and sustainable health system innovation.

3. Qualifications of the Consultant/Team

• Proven consultancy experience of at least three (3) years, which is compulsory for consideration under the technical evaluation.
• Demonstrated track record in research, stakeholder mapping, and stakeholder analysis, supported by a minimum of three (3) certificates of testimonies for similar assignments.
• Availability of a multidisciplinary team with relevant expertise, including but not limited to Statistics, Qualitative Research, Economics, Public Health, Management, Pharmacy, Finance and Investment, Public Policy, and other related disciplines relevant to the assignment.
• Strong written and oral communication capacity, including experience in producing high-quality technical reports and facilitating stakeholder engagement.
• Submission of all required and valid legal documents, including a Trade License, Tax Identification Number (TIN), VAT registration, Trade Registration Certificate, and a valid Tax Clearance Certificate, in accordance with national regulatory requirements.
• Key proposed expert shall have a minimum of three (3) years of relevant experience in the specific role to which they are assigned. Supporting documents, including educational certificates, updated CVs, certificates of testimonies (minimum of two per expert), and other relevant professional credentials, must be attached.

4. Application procedure

Interested and eligible bidders are invited to participate in this Request for Proposals (RFP) for the assignment entitled "Stakeholder Mapping, Analysis, and Partnership Engagement for Health Entrepreneurship and Local Knowledge Integration in Primary Health Care (PHC) in Ethiopia."

Interested bidders may obtain the Standard Bidding Document (SBD) upon payment of a non-refundable fee of ETB 500. The fee shall be deposited into the Commercial Bank of Ethiopia (CBE) Account No. 1000000891324, Account Name: College of Health Sciences. Bidders are required to indicate their company name in the deposit narration/reference field.

The SBD will be available from June 10, 2026 G.C. and may be collected from the College of Health Sciences Administration/Management Building, 1st Floor, Room No. 102, Tikur Anbessa Specialized Hospital, Addis Ababa.

5.Submission Deadline:

All bidders are required to submit separate technical and financial proposals in sealed and stamped envelopes (one original and one copy for each) at the Tikur Anbesa specialized Hospital, College of Health Sciences' Administration/Management Building 2nd Floor Room number 220 on or before June 26, 2026 G.C at 12:30 PM (lunch time) and the bid will be opened on June 26, 2026 G.C at 2:00 PM (after lunch time).
