The Federal Government of Ethiopia has received financing from the African Development Fund toward the cost of the Multi Sectoral T Approach Stunting Reduction Project (MASREP), and intends to apply w part of the agreed amount for this grant to payments under the contract for w Consultancy Services for Project Completion Environmental & Social E Compliance Audit (ESCA) of MASREP Project.

Objectives of the assignment

The general objective of the Environmental and Social Compliance Audit is to conduct audit on the implementation of environmental, social, occupational health, and safety audits, and assess the level of compliance of the sub-projects with the applicable E&S requirements. The audit will focus specifically on assessing the extent of compliance with the provisions of the protocol of agreement, including national environmental and social legislations, regulations, and procedures, the Bank's environmental and social requirements, and international financial institution best practices of the project. The audit will identify non-compliance, good practices, and recommend corrective actions. It is an independent evaluation of both the Borrower/Client and the Bank's performance through the overall project E&S performance.

Specific objectives

  • Undertake the project specific environmental and social safeguards, Occupational health and safety compliance audits to ensure the implementation of program safeguards instruments are in good order,
  • Assess the extent of compliance with the provisions of the Protocol of agreement, including national legislations, regulations and procedures, the Bank's environmental and social requirements, and related environmental policy of the project's sector to identify significant environmental, social, health, and safety issues in the existing program or activities, and assess their current status, specifically in terms of meeting the national and AfDB policy requirements,
  • Assess any potential impacts of safeguard issues that arise early in the design, preparation, and implementation of the program for the purposes of identifying the potential environmental and social impacts, and determining their significance,
  • Identify non-compliance, good practices, and deficiencies, and recommend corrective actions to be required for environmental and social work that needed to be done,
  • Assess the capacities of implementing agency during program implementation period and identify any gaps or non-compliances,
  • Recommend measures to fill the gaps and mitigate or address the identified non-conformances or residual environmental and social impacts and risks,
  • Prepare a draft report for approval by Ministry of Health, and AfDB, solicit comments from the MoH, and AfDB,
  • Prepare a final audit report of the Project that acceptable to the National and Bank's standard.

Thematic area of the scope

The audit service will undertake in the project target areas which cover 9 woredas of Amhara and 8 woredas of Tigray regions. The list of these woredas is presented on the TOR.

REQUIRED EXPERIENCE OF THE FIRM

The firm should meet the following minimum requirements and qualifications: Consultancy Firm Requirements:

  • Proven experience in conducting Environmental and Social Compliance Audits for multisectoral development projects.
  • Demonstrated experience working on projects financed by the African Development Bank (AfDB), the World Bank, and/or other international financial institutions.
  • Strong knowledge of international environmental and social safeguard policies, standards, and guidelines (including AfDB and World Bank frameworks).
  • Proven capacity to assess compliance with national environmental and social regulations and best international practices.
  • Availability of qualified multidisciplinary experts (environmental, social, climate change, biodiversity and ecosystem specialists).
  • Experience in preparing high-quality audit reports that meet African Development Bank (AfDB) and international financial institution requirements.
  • Strong stakeholder engagement and consultation experience, including with local communities.
  • Demonstrated ability to deliver assignments within agreed timelines and budgets.

The Ministry of Health now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide  information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification. 1 Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's "Rules and Procedures for the use of Consultants", which is available on the Bank's website at http://www.afdb.org.
