The Ministry of Transport (MOTL) is seeking a qualified Social Safeguard Specialist to manage social risks, implement resettlement action plans, and ensure compliance with environmental and social standards for the Horn of Africa regional project.

3. Assignment Title: Recruitment of Individual consultant/ Social Safeguard Specialist with ability to handle all the Project Activities Ref #. ET-MOT-488102-CS-INDY
The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank to the cost of the Hom Africa Initiativ: Regional Economic Corridor Project and intends to apply part of the proceeds for consulting services.
The Social Safeguard Specialist will ensure the social impacts and risks associated with the implementation of Horn Africa initiative: Regional Economic Corridor Project activities are addressed from an early stage as per the project social risk management instruments including Environmental and Social Commitment Plan (ESCP), Environmental and social Impact Assessment (ESIA), Resettlement Framework (RF), Stakeholder Engagement Plan (SEP), Labor Management Plan (LMP), site-specific instruments as well as others requirements of the GoE and the World Bank. The specialist will ensure that proper communications related to project social risk management across relevant stakeholders are maintained in the entire project implementation areas, and it is required to provide technical assistance and support to the project implementing agency. The Social Safeguard Specialist will be required to closely work with an Environmental Risk Management Specialist and other relevant experts to deliver the proposed assignment by focusing on social development aspects. The M & E Specialist among others will have the following duties and responsibilities:
Key duties and responsibilities of the Social safeguard Specialist include, but not limited to:
- Oversee the compliance of the social risk management and provide support during the implementation Project ESRM instruments such as Social Impact Assessment (ESIA), labor management procedures (LMP) including labor and labor-influx related risks and impacts such as conflicts over resource community tensions, spread of communicable diseases, and health and emergency impacts etc, resettlement framework (RF) including A Resettlement Action Plan including Livelihood restoration, physical relocation, Site-specific ESMPS, Stakeholder Engagement Plan (SEP), Environmental and Social Management Framework (ESMF), and A security management plan to the contractors and implementation partners Oversee the preparation of any Resettlement Action Plans (RAPS), if required under the terms of the RF. Also, provide support RAP implementation and implementation quality (including such aspects as public consultation processes, land acquisition processes, accommodation/land replacement, livelihood restoration, grievance redress mechanism etc.).
- Oversee project activities and policies as well as standards related to, inclusion of vulnerable groups in the Project, stakeholder engagement and social analysis. Assess potential social impacts of civil works planned under the Project, provide recommendations for adjusting designs for decreasing of negative impacts to the extent possible, and identify measures for mitigating negative social impacts of the rehabilitation/construction and operation of these buildings;
- Provide support in conducting social risk management assessments in line with World Bank ESF, Ethiopian relevant laws and Good International Industry Practices (GIIP).
- Lead the design and conduct of stakeholder consultations and consultations with Project Affected People (PAPS) on project activities, social risk management issues and other issues with potential social risk management implications as per the project SEP
- Oversee compliance by all project contractors with good social practices adopted by the Project (including stakeholder consultation, beneficiary feedback, gender sensitivity, etc.), and with the project RF and any RAPS.
- Design Social monitoring and evaluation system and actively follow up and provide implementation progress report.
- Undertake regular field visits to project sites to assess social impacts and verify social monitoring information provided in the reports of contractors and implementing partners, including photo documentation as applicable. And, ensure that the project follows its environment and social commitment as per the prepared environment and social risk management instruments.
- Take proactive role in advising project management on the improvement of social risk management standards and practices in projects implementations
- Keep records of social supervision of project activities in a systemic manner that allows easy search-and-find of all documents upon request of PIU, the WB, and national authorities;
- Assist project implementation unit as well as project partners with the provision of technical assistance and coordination of demand-driven/ needs-based awareness training/ capacity building.
- Conduct periodic site inspection to ensure adequate implementation and compliance with the World Bank ESF as well as respective project's E&S instruments and report on inspection findings.
- Provide Support on social screening and categorization of the subprojects as well as in the subsequent preparation of required E&S risk management instruments for Project
- Coordinate closely with environmental risk management specialists across the Project implementation period in ensuring relevant E&S compliance attained through planning, implementation, monitoring, implementation and reporting. Prepare and review Terms of Reference (TOR) for issues related social risk/ impact assessments and advice implementing partners on the requirements of National and
- WB E&S Framework to guide them on delivering quality social risk management project documentation, implementation and M&E.
- Closely work with WB, Contractors and other implementing partners' as well as GBV focal persons to ensure systematic support is in place for GBV prevention and response in all project sites.
- Participate in missions, meetings and discussions with E&S risk management teams with relevant stakeholders
- Compile/prepare and deliver quarterly, semi-annual and annual Social risk management plans and performance reports to World Bank and other relevant stakeholders.
- Assist MOTL and PIU in the preparations of any new plans or activities related to Environment & Social risk management.
- Oversee the assessment, management and monitoring of social impacts and preparation of risk management plan to be submitted by MOTL and/or PIU for World Bank review and approval/clearance
- Any other tasks assigned by Project Manager to support the project with respect to social risk management related issues.
6. Reporting Line/Communication
The Social Safeguard Specialist shall report to the Project Coordinator, PIU and work cross-functionally and closely with Ministry of Transport and logistic, PIU staff/ HOAIP and other pertinent Authorities, and development partners.
7. Required Qualifications, Skills and Experience
- PhD/Masters/Bachelor Degree or equivalent from reputable and recognized university preferably in social science, sociology, social work, social anthropology, development studies, or other relevant social discipline;
- Proven ability to work effectively both independently and in a team based environment.
- Good command of national social legislation;
- Excellent knowledge of Transport and Logistics sector in Ethiopia will be an added advantage.
- Use of project scheduling and control tools to monitor projects plans, work hours, budgets and expenditures.
- Proven networking & team-building skills to work with people from diverse background.
- Excellent interpersonal and communication skill combined with a flexible and adaptable attitude of good teamwork.
- Fluency in English language both verbal and written;
- Excellent report and correspondence writing and presentation skills;
- Able to manage a diverse and busy workload under stressful conditions in efficient and professional manner.
- Excellent knowledge of Transport and logistics sector in Ethiopia will be an added advantage.

General Professional Experience
The Social Safeguard Specialist shall have:
- At least 10/8/6year's relevant work/practical experience for Bachelor/Master's/ PhD Degree respectively.
- At least 5 years of work relevant experience in GoE and WB financed projects Experience with social safeguards policies and E&S standards of International Financial Institutions and with ensuring project compliance with social safeguards requirements;
- Experience with social sustainability issues in development projects, including gender sensitivity, inclusion of vulnerable groups, stakeholder consultation, citizen engagement and grievance redress;
- Strong experience designing and undertaking social analysis, including qualitative research methodologies;
- Experience in social risk management of projects will be an added advantage. Experience in working with World Bank or other DP related projects and local governments in Ethiopia.

8. Duration of the Assignment

The Social Safeguard Specialist will be stationed in MOTL/PIU (Addis Ababa) with travel to project site as required.
