1. Background
The Federal Democratic Republic of Ethiopia has requested support from the African Development Bank (AfDB) to prepare the Ethiopia Poultry Value Chain Development Project (E-PVDP), a proposed investment under the ADF-17 pipeline with indicative financing of USD 69 million. The project aims to improve food and nutrition security and livelihoods by increasing poultry productivity and production, boosting consumption of eggs and poultry meat, creating jobs-particularly for women and youth and raising incomes. It is expected to generate up to 200,000 direct jobs, increase household incomes by about 40%, and improve nutrition
outcomes.
E-PVDP will be implemented in 60 woredas across six regions, targeting smallholders, youth, women-headed households, and SMEs. Given Category 2 classification and climate vulnerability, key environmental and social instruments are required, including Stakeholder Engagement Plan (SEP), Pest Management Plan (PMP), and Environment and Social Impact Assessments (ESIAS) for Modjo Farm and ESIA for Environmental and Social Impact Assessment (ESIA) covering the remaining scope of works across the 60 Woredas of the broader project areas.
The Ministry of Agriculture (MoA), as Executing Agency, intends to use AfDB funds to select a qualified consultancy firm to prepare these four Environment and Social Safeguard instruments.
2. Objectives of the Assignment
The objective of the assignment is to undertake ESIA studies (for Mojo Farm and the six regions) and prepare a Stakeholder Engagement Plan (SEP) and Pest Management Plan (PMP) for the E-PVDP.
The consultant will identify and analyze stakeholders, design engagement strategies, and collect field data on pest management practices. It will develop integrated pest management approaches and assess environmental and social risks across all project phases.
The assignment will also propose mitigation measures, ensure compliance with national and AfDB safeguard requirements, and support informed decision-making to enhance environmental sustainability and social inclusion.
3. Scope of Services
The consultant will assess Environmental and Social (E&S) risks and impacts of the E-PVDP in line with national laws and African Development Bank (AfDB) safeguards and propose mitigation measures.
Spatial Scope: 60 woredas in six regions (Oromia, Amhara, Central Ethiopia, South Ethiopia, Sidama, Southwest Ethiopia) and Mojo poultry farm.
Thematic Scope: Preparation of Stakeholder Engagement Plan (SEP), Pest Management Plan (PMP), and Environmental and Social Impact Assessment (ESIA) per AfDB ISS and Ethiopian regulations.
- Stakeholder Engagement Plan/SEP: Identify and analyze stakeholders; develop engagement strategies, communication plans, timelines, feedback systems, and grievance mechanisms.
- Pest Management Plan (PMP): Assess pest risks; develop Integrated Pest Management strategies to minimize health, environmental, and economic impacts.
- Environmental and Social Impact Assessment (ESIA): Conduct scoping, baseline studies, and impact assessments; analyze alternatives; propose mitigation measures and ESMP; ensure stakeholder consultation and grievance redress.
The ESIA will cover environmental (land, water, waste, biodiversity, climate) and social aspects (livelihoods, labor, health, gender), aligned with national and international frameworks.
The Ministry of Agriculture and E-PVDP invite eligible consulting firms to express interest in providing the Services. Interested firms shall demonstrate qualifications and relevant experience and specifically indicate.
- Core business & experience: firm's profile and legal status with a minimum 5 years in environmental and social studies, supported by registration and project records.
- Relevant experience: Description of similar assignments and references with a proven track record in ESIA, ESMP, RAP, SEP, and PMP in the agricultural sector within the last five years.
- Capacity: Availability of qualified technical and managerial staff with relevant expertise and project experience and capacity to mobilize within the required timeline.
Key experts' CVs are not required at the EOI stage.
4. Duration
The expected duration of the assignment is two (2) months (8 weeks) from contract effectiveness.
5. Eligibility and Selection Method
The eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the Bank's Procurement Policy for Bank Group Funded Operations (October 2015) which is available on the Bank's website.

7. Submission of Expressions of Interest
Expressions of Interest must be delivered to the address above (in person, by courier, or by email as permitted by MOA) on or before 30 June 2026, by 5:00 PM, Addis Ababa time.
