1. BACKGROUND
The Ethiopian Nuclear Energy Commission (ENEC) is currently laying the groundwork for the country's national nuclear power program, which includes identifying and assessing potential sites for future Nuclear Power Plant (NPP) construction. While an experienced international consulting firm will lead the overall NPP siting process, local reputable Ethiopian companies will be subcontracted to support the effort. To facilitate this, ENEC is establishing a database of capable domestic firms with proven expertise in delivering integrated engineering surveys and site investigations for large-scale infrastructure and energy projects.
Accordingly, ENEC invites eligible Ethiopian companies and consortiums to submit Expressions of Interest (EOI). Submissions should highlight the firm's qualifications, technical expertise, available equipment, and relevant survey experience. Consideration will be given to companies with a documented track record in site investigations for major developments, such as large scale power plants, dams, hydropower facilities, transmission grids, industrial hubs, airports, mining sites, and railways.
2. OBJECTIVE OF THE REOI
The objective of this REOI is to identify and pre-qualify reputable Ethiopian companies with the technical expertise, experience, and resources to participate as potential subcontractors in future integrated site selection and site characterization activities for the Nuclear Power Plant (NPP) siting process. The REOI will assess local technical capabilities, the availability of specialized survey equipment and laboratory facilities, and establish a database of competent local companies for future procurement and subcontracting opportunities. The short listed local subcontractors will be given to the main international Contractor of the Nuclear power plant site selection and Characterization, for final screening and engagement.

5. CONSORTIUM ARRANGEMENTS

5. Equipment Inventory;
6. List of Key Personnel;
7. Laboratory Facilities;
8. Quality Assurance Certifications;
9. Contact Information;
10. Any additional supporting documentation.
7. EVALUATION CRITERIA
EOIs will be assessed based on:
Relevant corporate experience;
Experience in large-scale power infrastructure projects;
Technical expertise;
Availability of specialized equipment;
Laboratory capabilities;
Availability of qualified personnel;
Quality assurance systems;
Financial and organizational capacity.
8. IMPORTANT NOTICE
This Request for Expression of Interest is intended solely for market assessment and prequalification purposes.
Submission of an Expression of Interest does not constitute a commitment by ENEC to issue a tender, shortlist any company, or award any contract.
ENEC reserves the right to accept or reject any or all submissions without assigning any reason.
