L/Kosa Wereda Administration Office invites sealed bids for the construction of a G+4 administration office building located in L/Genet town.

NOTICE OF INVATION FOR BID

1.  L/KOSAA WEREDA ADMINSTARTION OFFICE has secured budget for the procurement of construction of G+4 L/Kosaa Wereda Administration Office Project.
2.  L/KOSA WEREDA ADMINSTARTION OFFICE now invites sealed bids for eligible bidders who are interested and capable to allocate their sufficient resource for G+4 L/Kosaa Wereda Administration Office Project at L/Genet town which can be completed within the maximum of 720 calendar days.
3. Interested bidders shall submit the following evidence:
   • The bidders shall have a certificate of competency from Oromia Construction Authority or Ministry of Urban development and infrastructure with Category; GC-3 or BC-2 and above for these project renewed for 2018 E.C and other appropriate documentary evidences demonstrating the bidder's compliance, which shall include:
   • Trading/Business License renewed for 2018 E.C and Comercial Registration Certificate from authorized bodies.
   • VAT & Tax payer Identification Certificate issued by the tax authority,
   • Tax Clearance certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission.
   •  Evidence of being registered at Ethiopian Public Procurement and Property Administration Agency (PPPAA) Supplier list.
4.  Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.
5. Interested eligible bidders may obtain further information and inspect the bidding documents, including a complete set of Engineering Drawings which is necessary for bidding purpose, at the address given below at office working hours. A complete set of bidding documents prepared in Oromic language may be purchased by interested bidders on the submission of a written application to L/Kosa wereda Finance Office and a nonrefundable fee of ETB 2,000.00 (two thousand Birr only) for these project, effective from the first date of announcement up to deadline.
6.  Bidders shall submit One Original and Two photocopies for both technical proposal and financial offer. Technical proposal will be sealed in such a way that one original and one photo copy to be sealed in one envelope while the second photocopy will be sealed in another envelope separately and labeled as "One ORIGINAL & One PHOTOCOPY" and "Second PHOTOCPY" respectively, then placed in another outer envelope along with bid security as indicated in the above table, in an acceptable form as indicated in bidding document. Financial proposal will be sealed in such a way that one original and one photocopy to be sealed in one envelope while the second photocopy will be sealed in another envelope separately and labeled as "One ORIGINAL & One PHOTOCOPY" and "Second PHOTOCPY" respectively, then placed in another outer envelope. Finally, the whole documents shall be placed in a single wax sealed envelope whose outer cover containing all necessary information about the firm & Employer including project information.
7. Bids must be delivered on 15 day of the first day announcement on news paper on or before 03:30 Am local time and closed on the same day at 04:00Am local time, if the 21st day is not working day, the bid will be submitted and opened on the next working day. Original Technical requirement will be opened on the same day at 04:30 AM local time, in the presence of the bidder's representative who chooses to attend. Late bids shall be rejected. Submission of bid security is required, and the amount of the bid security shall be 500,000 (five hundred thousand) and shall be submitted in the form of "CPO, Unconditional Bank Guarantee valid for 118 days." from Banks which have branches in Jimma Zone with the form annexed to bid document on the section of contract forms. The financial proposal of the substantially responsive bidder will be opened after notice of the technical requirement result is announced on the notice board.
8.  Contractors those have no good performance in the last three years in our region or terminated or with different warning letters written to them are not accepted by client. If one or any of the above mentioned cases are presented to us during the evaluation process, the client immediately rejects the bidder with.such case.
9.  The Bidder shall submit Site Visit which contain attachment of Testimonial letter from client, site photograph and site visit report.
10. All your technical documents must be submitted according to the sequences specified in the BID document
11.  Evaluation is to be carried out in two stages, Qualification Information First and Financial Bids of Qualified bidders next. Financial Proposal of qualified bidders will be opened at the same address given below on the date that is to be declared by the Authority's Bid Endorsing Committee after completion of the evaluation of Technical Proposals. Unqualified Bidders' Financial Proposal will be returned unopened to the Bidder.
12.  The Bid validity period shall be: 120 calendar days after the latest date for submission of bid.
13.  L/kosa wereda Babu Kebele Adminstration Office reserves the right to accept or reject any or all bids
