Assignment Title: Recruitment of Individual consultant/ Occupational Health and

Safety Specialist

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank to the cost of the Horn Africa Initiativ: Regional Economic Corridor Project and intends to apply part of the proceeds for consulting services.

The Occupational Health and Safety Specialist will ensure health, safety, and well-being of the project workers and beneficiaries in the training and workplace locations. This includes identifying occupational safety and health hazards and assessing potential risks; developing and implementing safety protocols and procedures; providing training to the project team and service providers on safety measures; and conducting inspections of training and workplace locations.

Key duties and responsibilities of the Occupational Health and Safety Specialist include, but not limited to:

• Interpret and provide technical input on integration of the existing OHS legal frameworks and World Bank ESS2 on labor and working conditions and Environmental, Health, and safety  (EHS) guidelines in the project implementation;
• Conduct training needs assessment on OHS and capacity build the Project team on identified skills gaps to adequately oversee implementation of OHS requirements;
• Conduct OHS awareness and trainings for master craftsman and project contractors to ensure they implement their activities in line with the applicable national and World Bank safeguard requirements;
• Design and implement reporting system for maintaining and analyzing records of all safety and health activities, including training locations and workplace inspections, accident and injury data;
• Provide timely and accurate Occupational Health and Safety (OHS) advice and recommendations during project implementation;
• Provide recommendations regarding effective OHS risk prevention, including recommendations for corrective interventions;
• Provide technical support to PIU in conducting outreach missions to relevant stakeholders to deliver OHS training, assess OHS risk and assist in implementing preventive measures;
• Liaise and coordinate with the safeguards specialists on interpretation and application of policies, guidelines, training material and exchange of best practices;
• Provide advisory to the PIU on OHS;
• Analyses, document and disseminate OHS data to identify trends and patterns that may indicate the presence of hazards and advise accordingly;
• Provide substantive OHS inputs to the PIU and related budgets to ensure resource allocation;
• Prepare OHS implementation and monitoring plan;
• Support implementing agencies and entities in ensuring that OHS incidents are timely reported, investigated, and corrective action plans developed and implemented to avert recurrence and promote continuous improvement; 
• Prepare consolidated quarterly progress reports, bi-annual reports, annual reports or any other that may be required from time to time;
• Perform any other task related to OHS as assigned by the Project Coordinator.

1. Reporting Line/Communication

The Occupational Health and Safety Specialist shall report to the Project Coordinator, PIU and work cross-functionally and closely with Ministry of Transport and logistic, PIU staff/HOAIP and other pertinent Authorities, and development partners.

2. Required Qualifications, Skills and Experience

PhD/Master's degree/BA or BSc or equivalent in occupational safety and health management, public health, environmental health or a related field;

• A recognized professional certification in occupational safety, industrial hygiene, safety risk management, or equivalent from a national or international professional society/board is additional.
• A minimum of 6/8/10 years of progressively responsible relevant experience within Occupational Health and Safety.
• At least 5 years of work relevant experience in GoE and WB financed projects
• Experience with management of OHS systems, conducting OHS assessments, incident investigation and delivery of OHS training.
• Demonstrated knowledge in labor management procedures (LMP), security management plan. mods (SMP) and other relevant safeguard instruments.
• Demonstrated experience in working with government institutions, non-governmental institutions and international organizations and The World Bank is preferable.
• Excellent written and oral communication skills with fluency in English.

3. Duration of the Assignment

The contract will be for one year, but extendable depending on satisfactory performance and the needs of business continuity.

4. Place of Work

The Occupational Health and Safety Specialist will be stationed in MOTL/PIU (Addis Ababa) with travel to project site as required.
