The Federal Democratic Republic of Ethiopia has received financing from the Italian Agency for Development Cooperation towards the cost of the Strengthening of the SGBV (Sexual and Gender Based Violence) and MHPSS (Mental Health and Psychosocial Support) services in Ethiopia and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") are: gender analysis for The Strengthening of the SGBV and MHPSS services in Ethiopia project at the intervention area (Asayita, Kemise, Suhul and Gandhi Hospitals).

Background

Amid a complex humanitarian crisis in Ethiopia, driven by conflict, the pandemic's socio economic fallout, and climate-related disasters, there's a critical need to address rising cases of genderbased violence (GBV) and widespread mental health issues. This initiative aims to strengthen and decentralize services for GBV and Mental Health and Psychosocial Support (MHPSS), offering holistic care to survivors and vulnerable groups, including children and people with disabilities. Aligned with key national strategies from the Ministries of Health and Women and Social Affairs, the project will enhance service delivery at the primary healthcare level to improve access to quality care. Ultimately, the project seeks to build a more resilient local system for providing equitable SGBV and MHPSS services in the conflict-affected regions of Tigray, Amhara, and Afar, as well as in Addis Ababa, where rapid urbanization has exacerbated these challenges.

The objective of the Consultancy

The primary objective of this consultancy is to conduct a thorough gender analysis to inform the design and implementation of equitable, accessible, and culturally appropriate SGBV and MHPSS services. This analysis will identify the gender specific needs, constraints, and opportunities of the target population by assessing the status of gender equality and examining how social norms, power dynamics, and intersecting identities (such as disability or displacement) influence access to services and experiences of violence and mental health challenges. The consultancy will also evaluate the gender responsiveness of existing policies and the roles of key community actors, ultimately developing actionable recommendations and a comprehensive gender action plan to ensure that the project effectively promotes gender equality and women's empowerment while engaging men and boys in prevention efforts.

The Scope of Services

The consultant will conduct a comprehensive gender analysis to inform and strengthen the SGBV and MHPSS services project. The scope of work covers four intervention areas: Kemise, Asayita, Suhul, and Gandhi Hospitals, along with their respective catchment area health centers, facilities, and surrounding communities.

Consultant Tasks and Responsibilities

The consultant's primary responsibility is to conduct a detailed gender analysis to inform and strengthen the SGBV and MHPSS services project. The consultant will begin by submitting a detailed work plan, methodology, and team structure, including an inception report to be agreed upon with stakeholders. The work will involve a comprehensive desk review of secondary data, followed by on-site data collection through key informant interviews and focus group discussions with a locally recruited and trained team. The consultant will conduct baseline studies, analyze existing institutional, regulatory, and socioeconomic arrangements, and assess the project's potential impact. The final output will include a comprehensive gender analysis report, recommendations for adapting the project design, a specific gender action plan, and a Gender Monitoring and Evaluation Plan for the Ministry of Health. The consultant will also present the findings in internal and external sessions and provide knowledge and skill transfer to Ministry of Health staff.

Duration of the Assignment

The overall assignment is expected to be finalized within 3 months after contract signing.

Desired Competency of the Consultancy Firm

The consultancy firm should have the expertise and practical experience in gender analysis in health sector. Preference will also be given to consultancy firm that have at least 7 years of experience and those may have previous experience with the international financing development cooperation projects. The firm should have proven track record of supporting, advising and collaborating with government institutions/project offices.

Required Qualifications and Experience of Experts

The selected consultancy firm must possess a multi-disciplinary team with strong expertise in gender analysis, Gender Based Violence (GBV), and Mental Health and Psychosocial Support (MHPSS), particularly within the health sector.

A. Consultancy Firm's Core Competencies

The firm must have a proven track record demonstrating:

• Extensive experience conducting comprehensive gender analyses, especially in the context of GBV and MHPSS.
• Practical experience working on gender-related projects with the Ministry of Health and regional health bureaus in Ethiopia.
• A strong history of collaborating with and advising government institutions on gender equality, gender mainstreaming, and SGBV/MHPSS initiatives.
• Preference will be given to firms with prior experience on projects funded by international development partners.
• The ability to assemble a team of experts from relevant disciplines to effectively address GBV and MHPSS.

B. Key Expert Profiles and Competencies

The analysis must be conducted by a team with the following minimum profiles and skills:

• Team Leader/Lead Expert: (One expert required)
• Master's degree or higher in Gender Studies, Public Health, or a related field.
• A minimum of 10 years of experience in social science research, with significant focus on SGBV and MHPSS. The team leader will be responsible for overall methodological design, team leadership, quality assurance, final report writing, and stakeholder engagement.
• MHPSS Technical Expert(s): (Minimum of two experts required)
• Master's degree in Public Health, Psychiatry, or Clinical Psychology (or a related field with a social sciences background), or a Bachelor's degree with a minimum of 10 years of experience.
• Master's degree holders require at least 8 years of experience. The role involves designing and executing MHPSS-specific data collection, analyzing MHPSS data, and ensuring the ethical handling of all related information.
• Gender/Social Science Expert: (Minimum of two experts required)
• Master's degree in Gender Studies, Sociology, or a related social science field. A bachelor's degree with a minimum of 10 years of experience may be considered.
• Master's degree holders require a minimum of 8 years of relevant experience in social sci- ence research, SGBV, and MHPSS data collection and analysis.
• Data Analyst/Research Expert: (Minimum of two experts required)
• Master's degree in Social Science, Statistics, or a related field. A bachelor's degree with a minimum of 10 years of experience may be considered.
• Master's degree holders require a minimum of 8 years of relevant experience. This role involves developing a data management plan, overseeing data entry and cleaning, conducting quantitative and qualitative analysis, and creating data visualizations.

C. Essential Crosscutting Skills for All Team Members

All team members must demonstrate strong analytical and research skills, including the ability to analyze qualitative data. Furthermore, all experts must possess excellent report writing and communication skills, be effective team players, and have proven organizational abilities to meet deadlines. Fluency in English and Amharic is essential, with knowledge of other local languages being a significant asset. Proficiency in Microsoft Office and data analysis tools is also required.

D. Ethical Conduct & Safeguarding

The firm must demonstrate a strong commitment to ethical research principles, especially when dealing with sensitive topics like GBV and mental health. This includes adhering to a "do no harm" approach, ensuring confidentiality and informed consent, and having established safeguarding policies to protect both participants and the research team.

The Ministry of Health - Ethiopia, Italian Agency for Development Cooperation towards Strengthening of the SGBV and MHPSS services in Ethiopia project now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Core business and years in business (The firm's core business operations must demonstrably revolve around the provision of gender analysis study. This should be supported by a minimum of year's experiences in this field, evidenced by project portfolios and official registrations).
• Relevant experience in the field of the assignment (Proven experience in successfully completing at least two similar studies in health sector within the last five years. This includes demonstrating appropriate capabilities, resources, and a high standard of execution).
• Technical and managerial capability of the firm (Availability of appropriately qualified and experienced technical and managerial staff to effectively execute all aspects of the scope of services. Key personnel should possess relevant certifications and demonstrable project leadership experience).

Key Experts will not be evaluated at the shortlisting stage. The Qualifications and Experience of Key Experts (CVs) shall not be included in the shortlisting criteria.

Please note that consulting firms should be legally registered by the concerned regulatory authorities and the following documents shall be submitted with the EOL:

Renewed and valid trade license, tax payer's certificate, TAX Clearance, VAT and TIN registration certificate issued by the appropriate government organizations or any other applicable registration certificate/ permits or License to operate in the country issued by the concerned government Bureau.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm's consulting services in accordance with the requirements of paragraphs 1.9 and 1.10 of the Guidelines.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

Consultants will be selected in accordance with the quality method.
