National Competitive Bid (NCB)

This document is prepared in accordance with the Federal Public Procurement and Property Administration Proclamation No. 1333/2024 and the Federal Government-Owned Enterprises Procurement Execution Directive No. 1070/2025. It is intended to promote transparent, competitive, and efficient procurement processes. The objective of this procurement is to establish long- term strategic partnerships with qualified construction material manufacturers, machinery and equipment suppliers, contractors, and related service provide manufacturers of delivering quality goods and services at competitive prices and within agreed delivery schedules, place and location.

These partnerships will support EDR in ensuring a reliable supply chain, improving procurement efficiency, and achieving value for money. This Strategic Framework Agreement establishes the general terms and special conditions governing future purchases during its validity period.

1. The bid security shall be in the form of Cash Payment Order (CPO) or unconditional bank guarantee in the Name of "Ethio-Djibouti Standard Gauge Railway Share Company (EDR)", enclosed in a separate envelope and presented inside the original technical proposal of the bid document envelope  valid at least for 90 days.

2. For local manufacturers of construction materials (Lot 1 and Lot 2) who wish to participate in this bid, the unconditional bank guarantee or CPO guarantee may be waived.

3. Bidding will be conducted in accordance with the open National competitive tendering procedures contained in the Public Procurement Proclamation of the Government of the Federal Democratic Republic of Ethiopia and EDR procurement Directives and is open to all bidders from eligible source countries.

4. Interested eligible bidders may obtain further information from EDR and inspect the bidding document at the address given below at 11 (a) from 8:30 am to 5:30pm including on Saturdays,

5. A complete set of bidding documents in English may be purchased by interested bidders at Procurement office number 107 immediately upon payment of a non-refundable fee of 8,000.00 Birr for bid. The method of payment will be in cash.

6. Bid must be delivered to the Address below at 11 (a) on or before 10:00 AM on Saturday, June 27, 2026. Any late submission after 10:00 AM must be rejected. All bids must be accompanied by a bid security in the form of CPO or Unconditional Bank guarantee from recognized Bank and/or counter guarantee from the Commercial Bank of Ethiopia. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 11 (b) at 10:30 Am on Saturday, June 27, 2026.

7. Technical and Financial Bid Documents for Each Lot must be submitted in separate envelopes, otherwise the submitted documents will be rejected from the bid at preliminary stage.

8. (a) Documents will be issued at "Ethio-Djibouti Standard Gauge Railway Share Company (EDR).
(b) Bid must be delivered to "Ethio-Djibouti Standard Gauge Railway Share Company (EDR), Furi Labu, Procurement department office number 107.

9. EDR reserves the right to accept or reject partly or fully as it is stipulated the procurement laws

10. Furthermore, all the bidders shall summit the price for all item under the lots they prefer to apply for. Missing the price items under lots shall not be considered.
