Average annual turnover

The minimum annual turnover required from the Bidder is ETB 75,000,000 (Seventy Five Million Birr), calculated as total certified payments received for contracts in progress or completed over the last Three(3) years.

• The average annual turnover shall be calculated as the arithmetic mean of the total revenue reported in the audited financial statements for the last three consecutive fiscal years (2023, 2024, and 2025).

Bidder must submit External Audit reports (not financial statements) certified by an independent auditor for the last three (3) years, demonstrating financial stability and adherence to auditing standards. audit reports must be prepared by certified auditors, not accountants or accounting firms.

• Bidders must submit all necessary supporting evidence for every financial figure declared. Any claim regarding financial capacity or turnover not substantiated by valid, independently verifiable documentation will not be accepted.

Bidder has not been debarred by a decision of the Public Procurement and Property Authority from participating in public procurements for breach of its obligation 

Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.6(b)(iii);

Bidder has to submit valid business license indicating the stream of business in which the bidder is engaged in accordance with ITB Clause 4.6(b)(i);

• Bidder must submit a valid Trade License for Electrical/Electro-Mechanical or Highway Ancillary/Civil works, renewed for the current 2018 E.C. fiscal year.

Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.6(b)(ii)

Bidder has to register itself in the electronic government procurement system as suppliers list (mandatory for all bidders ) in accordance with ITB Clause 4.7

Bidder's have nationality in accordance with ITB Sub-Clause 4.2.

Bidder is found to have a conflict of interest as described in ITB Sub-Clause 4.3

If the bidder participating in a Public procurement whether individually or as part of a partnership, consortium, or joint venture disclose at least one of the following,

(a)   Directly or indirectly holding 10% or more of the shares.

(b)  Directly or indirectly holding 10% or more of the Voting Rights or

(c)   Directly or indirectly having the right to appoint a majority of the board of Directors or an equivalent governing body of the consultant or

(d)Whether a person directly or indirectly exercises significant influence or control over the Company (tendered)

Bidder has to submit Manufacturer Authorization Letter in accordance with ITB Clause 5.6.

Bidder has failed to submit dated Delivery and Completion Schedule presented as per template in Section 6, Statement of Requirements

Bidder has to submit Description of the organization of the warranty offered in accordance with the conditions laid down in GCC Clause 23;

Bidder has failed to complete its Technical Specification + Technical Offer+ Compliance Sheet Form in accordance with technical specification presented as per template in Section 6, Statement of Requirements .

 Bidder has to submit Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the period and budget as specified in the BDS Clause 16.3;

Bidder has failed to provide in the Bidder Certification of Compliance Form information about major relevant contracts successfully completed in the number and period specified in the BDS

Bidder has failed to provide in the Bid Submission Sheet Form the Statement attesting the origin of the Goods and Related Services offered

Bidder MUST submit a copy of their Memorandum of Association and Article of Association Legal documents of the bidding entity to verify legal status, ownership, and authorized business activities.

Bidders must submit Signed & stamped Copies of Technical Specification Compliance Sheet and must write Clause-by-clause commentary to the entire specification requirement.

Bidder MUST submit the bid security in hardcopy to the designated address before the bid submission deadline, in the form of a CPO (Certified Payment Order), Bank Guarantee, or Bid Bond, made out to the Ethiopian Roads Administration. 

the bidder must submit evidence of two contracts for the supply of Concrete Pipe Culverts or similar items, with an average value of 10,000,000 ETB.

Bidder must submit Experience Records & Completion Certificates proving successful delivery of similar street lighting works.

Bidder must submit a Project Implementation Workplan detailing the project timeline.

Bidder must submit the signed and stamped Bid Submission Letter (Form A-1) as a formal offer and commitment to contract terms.

Bidder must submit verification of manufacturing quality standards.

Bidder must submit a notarized Power of Attorney granting the agent the authority to sign contracts and submit bids on behalf of the company.

Bidder must submit signed and stamped Technical Data Sheets & Drawings for technical verification of structural and electrical characteristics.

Bidder must submit evidence of Equipment Ownership / Lease proving capacity for trenching, excavation, and lifting.

Bidder must submit a signed Anti-Bribery/Corruption Declaration.

Bidder must submit a hardcopy Bid Security of 200,000 ETB (Unconditional Bank Guarantee or CPO).

Bidder must submit a Detailed Method Statement for the execution of works.
